SKL International is looking for a proactive and experienced Community mobilizer. The project is financed by the Swedish Government as part of its regional support for the Syrian crisis.

In Lebanon, the project works with two Unions of Municipalities, and underlying municipalities, and other local actors in the Akkar governorate. The project is managed by a national team through a local office in Halba, Akkar.   

The position will report to the National Deputy Project Manager in Lebanon and will coordinate technically closely with the national field coordinators. The Community mobilizer will work from SKL I office Halba with frequent trips to Jurd El Qayteh and Dreib El Awsat areas.

The Community Mobilizer responsibilities are as per the below, in coordination with both field coordinators:  

  • Ensure close and effective collaboration with all key stakeholders and ensure their active participation in all project activities and committees;
  • Ensure community participation includes the most vulnerable and marginalized groups;
  • Supervise the preparation of training plans for stakeholders or focal points;
  • Promote the Project by providing substantive input for stories, articles and other PR activities in consultation with the Marketing and Communication freelancer
  • Ensure awareness about project priorities, strategies and approaches;
  • Analyze ongoing experience for lessons learned, best practices, and shares with project management and MEL consultant for use in knowledge sharing and planning future strategies;
  • Proactively contribute to knowledge networks and communities of practice.
  • Support and organize community workshops, focus group Discussions and other meetings.
  • Promote community-based methodology in field activities.
  • Liaise effectively with the project field coordinators, MEL consultant and management team.

 

Profile and qualifications

The Community mobilizer should be a Lebanese national with the following personal characteristics:

  • Strong community awareness
  • Good organizational and planning skills
  • Excellent written and verbal communication
  • The ability to work on multiple projects at one time
  • The ability to work under pressure and to deadlines
  • Good attention to detail and accuracy
  • Self-motivation
  • The ability to be a team player

 

 The Community mobilizer should meet the following formal requirements:

  • Relevant academic education, minimum Bachelor´s degree, or practical experience proved equivalent, such as sociology.
  • Minimum 2 years’ experience in community mobilization.
  • Knowledge about community development (working with Municipalities, engaging with local partner…) and team leadership in and international development and/or local/regional government context.
  • Experience from working with local governance and institutional systems development is a plus.
  • Strong verbal and written command of English and in Arabic, French is an asset.

 

Additional aspects considered a strong merit for the position includes the experience of working with:

  • International development cooperation – for example, through consultancy work, foreign missions, international organization or comparable institutions/organizations
  • Experience working in Akkar to understand the context.
  • The assignment is expected to start end of September 2019.

Contracting

The community mobilizer will be engaged as full timer through a consutancy contract. The contract will initially be valid until December 2019 and renewable based on performance to 31 December 2020..
