Announcement: External Impact Evaluation Opportunity for Project in Lebanon

The World Rehabilitation Fund is offering an opportunity for an experienced evaluator to conduct an “External Impact Evaluation” of the ongoing project “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon”. Funded by the United States Department of State's Bureau of Population, Refugees, and Migration under a Cooperative Agreement, this project will continue through September 2024. It aims to address the specific needs of targeted persons with disabilities by filling gaps in basic rehabilitation assistance services. The evaluation is crucial in assessing the project's progress, outcomes, and impact.

  1. Basic Contract Information:
  • Location: Beirut, Lebanon
  • Expression of Interest Deadline: February 2, 2024

  1. About the Evaluation: The evaluator will conduct a comprehensive assessment of the project's achievements, impact, and challenges, aiming to provide recommendations to improve future project processes, outcomes, and inform future project designs.
  1. Key Duties and Responsibilities of the Evaluator:
  • Developing an evaluation methodology in consultation with WRF.
  • Assessing the project’s strategy, design, implementation, and impact.
  • Providing actionable recommendations for the evaluated Project and future project designs.
  1. Required Skills and Experience:
  • A university degree in public health, social development, project management, or any other related discipline.
  • At least 10 years’ work experience and proven track record with policy advice and/or project development/implementation in social development and related disciplines.
  • Practical consultancy experience (within last five years) in mid-term or final performance and impact evaluations.
  • Fluency in English and Arabic.

Experience in understanding and addressing the needs of persons with disabilities is an asset

  1. Application Process:

The application process is structured in two distinct stages.

  1. Stage 1: Interested candidates should express their interest by submitting:
    • An E-mail or Letter of Confirmation of Interest, outlining suitability for the assignment and availability.
    • An updated Curriculum Vita (CV).
    • One or more final reports from previous external evaluations they have conducted.
  2. Stage 2: Candidates meeting the required skills and experience will receive the full Terms of Reference (ToR) for further details. They are then expected to submit:
    • A Technical Proposal (maximum 4 pages) detailing the proposed methodology for the evaluation.
    • A Financial Proposal indicating estimated person-days, daily rates, and other related costs.
