Project Overview
QITABI is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:
Component 1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
The Assignment
LMS administration support:
- Enhance CERD user experience of the Learning Management System “Moodle” used by adopting a suitable theme with accessibility standards and implementing the QITABI’s requirements
- Provide technical recommendation on setting up user interface and user rights; provide support CERD’s Moodle administrator in setting user rights per dynamic needs of CERD;
- Support in the design and layout of the interface;
- Ensure quality assurance and testing of all features and resources;
- Support of management of roles and permissions;
- Restructuring courses and programs offered by QITABI on Moodle;
- Provide process and procedure documentation for the tasks performed by MOODLE administrator: Test, add, or remove Moodle add-ons for additional functionality within the system. Enforce a logical security structure between CERD admin, Trainers and teachers;
- Develop a long-term strategy for sustainable project implementation, e.g. how to maintain and administer LMS effectively and train new staff on LMS-related work tasks;
- Provide technical assistance in collaboration with QITABI during key meetings with CERD Moodle administrators.
Training Administrators, Trainers and Users:
- Provide technical training to the team responsible for managing the application settings, users and courses so they can be ready to run operational tasks;
- Train trainers on the use of the Moodle for Collaboration: provide hands-on sessions to trainers who are going to use Moodle as instructors by going through all features and activities from instructor’s perspective in an attempt to prepare their course content on Moodle;
- Coach Trainers while rolling-out the training;
- Provide pedagogical feedback and assistance to instructors in order to help create and upload their course content on Moodle.
Others
- Provide timely technical Report documenting training materials and technical assistance.
Qualifications:
- Advanced University degree in Educational Technology, 2+ years of Experience in programming areas such as PHP, Moodle, HTML, CGI, and others; as well as in LMS, Learning Management System
- Demonstrate previous work is highly desired Ability to communicate effectively with both internal and external stakeholders
- Adult Learning, International Development, or related area would be an asset.
- At least 1 year of relevant hands on experience in online and distance learning, in particular asynchronous self-learning tools with demonstrated knowledge and/or experience of instructional design, learning technologies, development processes, and learning needs analysis is required. ·
- Demonstrated experience in implementing and/or managing Learning Management System(s). Knowledge of Moodle is required;
- Exposure to international professional contexts and/or multicultural environments desirable;
- Proven ability to innovate and implement unique solutions to respond to specific learning requirements is required;
- Experience managing complex training projects involving various subject matter experts is required.
- Familiarity with AWS and accessing and integrating cloud based resources.
- Maintains a positive attitude when dealing with challenging development issues
- Ability to work in a demanding environment where priorities may shift frequently
- Language: Fluency in English and Arabic is required.
