Taawon (Welfare Association) is an independent non-profit organization established in 1983 by a group of Palestinian business and intellectual figures to provide development and humanitarian assistance to Palestinians in the West Bank, Jerusalem, the Gaza Strip, 1948 Areas, and the Palestinian communities in Lebanon.  

 

Taawon aims to contribute to furthering the progress of the Palestinians, preserving their heritage and identity, supporting their culture and building civil society. Taawon is strongly rooted in the local Palestinian community in Lebanon, making it both a trusted partner and well-placed to respond to the community’s needs. In partnership with local NGOs, we implement projects in five sectors: Education, Community Development and Culture.

Taawon recognizes the importance of an efficient and transparent recruitment process to attract and retain qualified personnel. Additionally, the Referral Information System (RIMS) plays a critical role in operations, managing the flow of information and referrals among stakeholders.

 

Introduction:

Taawon is seeking to hire a Project Assistant. This document outlines the Terms of Reference (TOR) for the Project Assistance, Recruitment, and RIMS (Referral Information System). The objective of this project is to provide comprehensive support to the PPL Partners in managing its recruitment process effectively and managing referrals through RIMS (Referral Information System) as focal point.

 

Under the direct supervision of Project Development Manager and in close coordination with the Programs Department and the UNICEF -UNV Program Office, the candidate hired for this position will need to work independently and use strong communication skills, must be able to manage deadlines and to work well in a driven and dedicated team.  

 

Objectives:

 

Recruitment Assistance:

  • Review the job vacancies announcement issued by the sub-partners
  • Prepare the long and short lists of the applicants based on the announcement criteria
  • Prepare the pre – test 
  • Join the interviews as a panel member
  • Conduct the reference check process
  • Monitor that the sub – partner prepare the contracts
  • Follow-up with sub-partner and DRC on platform called Referral Information Management System (RIMS)

RIMS:

  • Conduct an in-depth assessment of the existing Referral Information System (RIMS).
  • Evaluate the system's functionality, usability, and efficiency.
  • Identify potential security risks and recommend measures to enhance data protection.
  • Assess the system's compliance with relevant regulations and industry standards.
  • Provide recommendations for system improvements and scalability.
  • Act as focal point for PPL Partners for RIMS inquiries and coordinate all operations.

 

 

Scope of Work

 

Recruitment Assistance:

  • Review the current recruitment policy and procedures.
  • Analyze past recruitment trends and outcomes.
  • Collaborate with relevant stakeholders to understand specific job requirements.
  • Create an effective recruitment plan and timeline.
  • Assist in sourcing candidates through various channels (job boards, social media, etc.).
  • Screen and shortlist candidates based on predefined criteria.
  • Coordinate interviews and provide logistical support.
  • Conduct reference checks and verify candidate credentials.
  • Assist in the negotiation and preparation of job offers.

 

RIMS:

  • Analyze the architecture and design of the existing RIMS.
  • Review data flow and security measures in the system.
  • Test the system's functionality, including data input and retrieval processes.
  • Verify data accuracy and integrity within the RIMS.
  • Assess user access controls and permissions.
  • Evaluate the system's compliance with data protection regulations.
  • Identify potential bottlenecks and scalability issues.
  • Propose recommendations for system enhancements and optimizations.

 

Deliverables

 Recruitment Assistance:

  • Recruitment plan and timeline.
  • Shortlisted candidate profiles and assessment reports.
  • Interview coordination and feedback summaries.
  • Reference check reports.
  • Finalized job offers and related documents.

 

RIMS:

  • RIMS audit report, including findings and recommendations.
  • Proposed enhancements and scalability plan.
  • Data protection and security measures report.
  • Compliance assessment documentation.

 

Requirements

  • BS degree in Business Administration or relevant field
  • Minimum 3-4 years of work experience in the field of Human Resource
  • Strong written and verbal communication skills and the ability to write simply with a conversational style in both Arabic and English.
  • In-depth knowledge of MS Word (Excel, Word, and PowerPoint)
  • Excellent knowledge in of the Palestinian context
  • Previous NGO work is an asset
