- Job Title: Field Officer
- Division: Programs Department
Function:
- Operate in the field as assigned by the project coordinator and programs manager.
- Ensure compliance with Utopia’s Code of Conduct.
- Meet deadlines as required.
Reporting:
- To the project coordinator
Supervising:
- NA
Coordinates:
- With all relevant donors and partners.
- With all program volunteers.
- With concerned parties as assigned by the program.
Duties and Responsibilities:
- Assist in the day-to-day operations and implementation of the project’s activities.
- Collaborate with the Project coordinator and partners to ensure efficient implementation of the project’s activities.
- Outreach targeted the community through field visits.
- Assist in the planning and implementation of training, workshops, and other project activities as needed.
- Provide accurate and timely information to beneficiaries and stakeholders about project activities and other matters.
- Coordinate with relevant stakeholders, service providers, and consultants involved in the activities implementation.
- Maintain a continuous and positive relationship with the community, and with the
- Meets with other program staff as required.
- Other duties as assigned.
Cooperation and Contact:
- Develop and maintain effective working relationships with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
- In close cooperation with the project manager and program officers, support the identification and development of new program initiatives in Lebanon, including preparing assessments and writing concept notes.
- Schedule and proactively participate in all meetings at the national, regional and district level in coordination with the project manager.
- Assist the project manager on other matters, as and when required.
Qualification:
- Education and Experience:
- Applicant must have a fieldwork background with at least 3 years’ experience of relevant project and/or program management experience in emergency response as well as in a voluntary sector.
- University degree in human rights, social work, migration, international relations, development or related topic.
- Language
- Proficiency in English (read, spoken, and written)
- Proficiency in Arabic (read, spoken, and written)
- French is a plus.
- Skills:

- Excellent interpersonal and problem-solving skills, creativity, and flexibility.
- Ability to provide training and building capacity of staff.
- Ability to of managing a team of both Expatriate and National Staff, ideally across different locations.
- Practical experience in implementing multi-sectoral projects, ideally within the fields of emergency response, protection and livelihoods.
- Ability to respond flexibly to changing demands routines and procedures; receptive to change.
- Ability to manage conflicts, prioritize work, and manage reports.
- Professional fluency in English.
- Good report writing skills.
- Computer Skills:
- Internet software, E-mail, MS Office, SPSS, Inventory, and Database software.
Work Environment:
While performing his/her duties the Field Officer might be exposed to environmental and physical hazards such as bad weather conditions, long sitting periods, long computer interaction periods, wet and/or humid conditions, precarious equipment and working areas, fumes, miscellaneous weather conditions, lifting heavy items, loud noise, and airborne particles.
