ORGANIZATIONAL CONTEXT

Seven years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with over one million Syrian refugees, and around 20,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA¿s mandate.  There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country.

The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

UNHCR is seeking to establish and strengthen relations with different public and private sector partners in the MENA Region to cover funding gaps through digital and traditional multi-channel outreach. UNHCR established digital connections to bring about a broad base of supporters and leadership partners closer to refugees/Persons of Concern (PoCs) and UNHCR¿s work/mandate.

The Associate Digital Engagement Officer will be responsible for designing and implementing strategies and tactics to increase revenue and engage a large and growing community of online supporters in interactive and effective ways. The incumbent is responsible for the strategy creation, production and management of UNHCR¿s engagement and lead generation campaigns across all relevant digital media channels. This position will also work closely with UNHCR corporate, foundation and media partners in the MENA to create, implement and deliver joint campaigns across the MENA region. 

FUNCTIONAL STATEMENT
Accountability
- Establish and deliver UNHCR MENA lead generation strategy to acquire and nurture new supporters, and convert them into donors.
- Manage and oversee day-to-day relationship with the digital marketing agency and other external partners to ensure deliverables requested are efficiently and successfully achieved.
- Deliver on the different digital materials on time with input from different stakeholders.
- Ensure Digital Campaigns are in place.
- Ensure satisfaction and relationship maintenance with corporate, foundations and media partners of UNHCR.
- Prepare a monthly report on the progress made with different digital channels and campaigns and steps taken to enhance supporters¿ database, traffic/sign-ups and online donations.

Responsibility
- Develop, create and oversee UNHCR Zakat digital strategy in order to stimulate, educate and attract our audience in the MENA around UNHCR Zakat program.
- Manage online content (including, text, images and video) that engages the public about the cause of refugees or to raise the voices of refugees.
- Responsible for a frequent and timely creation and delivery of digital materials such as (Display, Search, Email and Social Media) together with the digital and fundraising team according to media plans.
- Work closely with the design, content and technical teams to manage the creation of the digital different products whether planned and/or ad hoc.
- Lead the development of digital campaign concepts and plans with the aim of achieving agreed income and engagement KPIs from the different channels.
- Maintain oversight, monitoring and analysis of supporter digital engagement journey & e-mail appeals to ensure best practice and continuous learning and enhancement.
- Ensure day-to-day management of multiple online campaigns, including monitoring, optimization as well as analysis and communication of results to line manager and the team.
- Create and maintain an editorial calendar as well as website and social media strategy documents.
- Develop testing methodologies and¿ analyse results and recommend changes and updates on for the different digital media channels.
- Analyse performance of donation/sign-up landing pages using Google Analytics, and optimize where relevant.
- Propose a roadmap to optimize social media performance for generating further traffic and donations.
- Propose update of existing social media portals with scheduled content, keeping in mind the frequency of fundraising elements.
- Manage and report detailed analysis of all campaigns across the different digital channels including establishment of measurable response rates, conversion rates, and ROI for all campaigns.
- Perform other related duties as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED - Undergraduate degree (equivalent of a BA/BS) in Marketing, e-Commerce and Communications (candidates with a degree in other disciplines with a proven relevant professional record might be considered), plus minimum 3 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master¿s) plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted. - Experience working with external suppliers including media agencies, creative agencies and digital development agencies. - Strong level of experience managing online advertising campaigns including Display, Email and SEM as well as Social Media. - Knowledge of digital measurement metrics, and experience producing performance reports. - Demonstrated experience using analytics tools (Google Analytics, Web trends) to optimize digital performance. - Excellent knowledge of English and working knowledge of another UN language. Very good knowledge of local language and local institutions. - Highly developed drafting ability in the UN working language of the duty station. DESIRABLE QUALIFICATIONS & COMPETENCIES - Professional experience within the non-for-profit sector is desirable. - Ability to devise engaging content campaigns on both a small and large scale across online channels including social media and retailers. - Flair for online marketing. - Strong knowledge of best practices for digital creative, segmentation, dynamic content, testing methodologies, deliverability. - Knowledge of e-campaign performance drivers and optimization techniques. - Strong analytical skills, with proven experience in digital analytics, preferably Google Analytics. - Strong understanding of content management systems. - Ability to work independently with minimal supervision while also functioning and contributing as part of a team. - Data driven, highly proficient in analysis of marketing activity and associated analytical tools.
