Assignment Context:
In 2013, the impact of Syrian refugees’ influx expanded to most Lebanese communities. Signs of different types of conflict between Lebanese and Syrians became clear in many host communities, with intensities varying based on the respective regions’ social and economic context. Citizens and municipalities were left alone to deal with its implications, with no guidance or capacity to differentiate between the political and humanitarian aspects. The municipalities suffered from overload and faced many challenges when it came to manage the situation. UNDP and through its new “Stabilization and Recovery Programme” started addressing the new challenges caused by the impact of the Syrian crisis on Lebanese host communities through working on three sectors: basic services, livelihood and social stability. Under the last sector and through the Peace Building in Lebanon Project, an initiative for improving social stability in Lebanese host communities impacted by the Syrian crisis was launched.  

In the last four years, UNDP Peace Building in Lebanon project team has worked in more than 65 villages where a new approach was developed, called the Mechanisms for Stability and Local Development process (MSLD), which aims to contribute in building trust between citizens and local government, through analyzing and addressing root causes of conflict and strengthening inclusive leadership and accountability in local preparedness, recovery and development. In the last four years, UNDP Peace Building in Lebanon project team has worked in more than 65 villages where a new approach was developed, called the Mechanisms for Stability and Local Development process (MSLD), which aims to contribute in building trust between citizens and local government, through analyzing and addressing root causes of conflict and strengthening inclusive leadership and accountability in local preparedness, recovery and development. Moreover, the process is planned to also support local actors and authorities in creating platforms for dialogue and channels for interaction and communication between community members with the aim to foster social cohesion and improve social stability.

Under the guidance and supervision of the Mount Lebanon Local Level Coordinator and the Project Manager, the Mount Lebanon Local Level Field Assistant will support the project in the implementation related to the output “Local level peace building strategies to mitigate tensions developed in selected communities in Mount Lebanon within UNDP’s project “Peace Building in Lebanon” and which includes several activities funded by several donors. He/she will work in close collaboration with project staff and project partners and will maintain close communication over operational issues as well as strategic opportunities arising from project implementation.

The supervision of Local Level Peace Coordinator, Mount Lebanon and Peace Building Project Manager & Advisor or his/her designated mandated representative(s), the UNV Local Level Field Assistant Mount Lebanon will:

• Assist in undertaking tasks related to the preparation, organization, implementation and follow up of meetings and events of project activities in Mount Lebanon area
• Organize the logistics of workshops, training events, and meetings as required in the region 
• Carry out regular visits to activities’ site in Mount Lebanon area 
• Take minutes of different meetings and events and update contact list on a regular basis
• Facilitate cooperation and exchange of information with and between partners and establish strong relationships with municipalities and other local actors  
• Take part in the Working Group Meetings and other regional meetings when needed as part of the Syrian Response Plan and keep record
• Provide inputs for the periodic reporting to the Level Coordinator 
• Ensure good communication with beneficiaries, especially before and during events
• Represent the Project as required by the Local Level Coordinator and the Project Manager at Project activities
• Perform other duties as requested by the Local Level Coordinator and the Project Manager.
