PRESENTATION OF THE ORGANIZATION

 

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE POSITION

General objective:

Under the direct management of the Field Coordinator for Southern Lebanon and under the functional management of the Deputy Country Director for Programs, the Consortium Manager (CM) is in charge of: coordinate consortium partners and represent it at field level (internally and externally); supervise SI consortia activities; support the FCO in program designing and needs assessments. The main challenges:

 

 

Priorities for the 2/3 first months:

- Setup and organize consortium coordination at field level

- Supervise Shelter Team Leader and Protection & Community Engagement Team Leader in setting and starting up their activities

- Liaise with relevant internal and external stakeholders to ensure consortium representation

Under the direct management of the Saida Field Coordinator and under the functional management of the Deputy Country Director for Programs, the Consortium Manager (CM) is in charge of:

  1. Partners coordination and consortium representation at field level
  2. Program Management of SI consortia activities
  3. Team Management
  4. Support to Field Office for program design and needs assessment
  5. Internal and External Reporting and Institutional Knowledge Building

FUNCTION

List of main activities:

  1. Partners coordination and consortium representation at field level
  • Ensure SI’s activities are compliant with guidelines and indications issued by the Consortium Governance (CG). Support DCD‑Prog on ensuring partners compliance
  • Coordinate with partners to ensure that workplans are structured, articulated and followed by as per CG indications
  • Ensure that consortium partners, at field level, feed CG with adequate inputs to contribute to building of Tor’s, SOPs, and other programmatic tools, as well as inputs for adjustments, modifications, if necessary
  • Organize and maintain a communication network among partners to ensure the regular flow of information, conducive to efficient monitoring and external and internal reporting and follow up
  • Chair Monthly Consortium Coordination Meetings at field level, in close coordination with the field coordinator. Ensure these meetings are minute, and key highlights are shared with relevant colleagues from SI and within Ips.
  • Ensure a proper reporting mechanism is in place within the consortium, and duly used by partners, using SI’s standards. Work in close coordination with the grants unit to ensure requested information matches donor’s requirements.
  • Maintain an active interaction with a network of external stakeholders including public authorities, donor representatives, UN agencies, and other international and national aid agencies
  1. Program Management of SI consortia activities
  • Supervise the planning and overseeing the implementation of all SI consortia activities
  • Ensure that said activities are implemented in accordance with SI’s contractual obligations, internal procedures, and donors’ compliance requirements
  • Oversee his/her staff coordination with Support Departments to ensure smooth implementation of the Program
  • In collaboration with the finance department, contribute to budgetary follow up and potential readjustments
  • Support MEAL department in designing monitoring activities and facilitate their implementation
  • Ensure that adjustments advised by MEAL Department (and/or by CG) are swiftly put into effect
  1. Team management
  • Participate in validating recruitment for the national technical staff according to the program’s requirement,
  • Define, in link with the HR department, the requirements for positions openings, if necessary
  • Support and oversee Team Leaders in implementing trainings related to operational requirements and lead capacity building needs’ assessments within their teams, when necessary
  • Conduct workshops and regular or ad hoc meetings
  • Evaluate and assess the performances of his/her supervisees
  • Identify potential changes in members of his/her team(s) and provide feedback to the Field Coordinator and HR department
  • Ensure his/her team’s compliance with safety regulations
  1. Support to Field Office for program design and needs assessment
  • Under the general leadership of the Field Coordinator, design and lead the conduction of needs assessments in current or future geographical areas and suggest activities development in existing or new areas or sectors.
  • Contribute to proposal making processes for components within his/her expertise (technical, programmatic, and related resource scaling sections)
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness considering changing circumstances and the needs of populations and propose adjustments to programs if necessary
  1. Internal and External Reporting and Institutional Knowledge Building
  • Produce programmatic internal reporting as per SI’s internal systems (APU) while respecting formats and deadlines
  • Contribute to external reports in relevance with donor formats and deadlines for sections under his/her responsibility
  • Produce and contribute to the production of institutional knowledge building documents within his/her expertise scope

PROFILE NEEDED

Studies : University degree in Humanitarian Assistance or related field (Social Sciences, Law, Political Sciences, etc.)

Experience on project management in humanitarian assistance

Knowledge of main humanitarian protocols and guidelines

Knowledge of general softawares  (Excel, Word)

Ability to work under tight schedule

Adaptability

Strong initiative capacities

Fluent English

 

SI WILL OFFER YOU

A salaried post :  Basic salary 2300 USD as basic salary + cost of living + transport

Vacation : 1.75 paid leave per month
