Under the 'Nadoum' regional program, and with additional support from L'Initiative, SIDC intends to evaluate its outreach programs. SIDC has been conducting field outreach for over two decades as part of its strategic program. In 2019, SIDC incorporated an online outreach component through dating apps. The evaluation will examine the effectiveness of both forms of outreach, in addition to considering other crucial factors such as community involvement, engagement, leadership, sustainability, and safety. Based on the findings of the evaluation and insights from both branches of the program, SIDC will develop a guide for community outreach using digital platforms to prevent HIV and mitigate harmful drug use.

The mixed methods, qualitative evaluation, and field guide development will be overseen by a consultant with expertise in HIV prevention, harm reduction, human rights, and gender equality. This process will occur from November 2023 to March 2024 and will involve a desk review, field visits, focus group discussions, key informant interviews, validation, and reporting. These activities will also shape the content and structure of the guide. Ethical considerations, including the use of a human rights and gender equality framework, will be central to both the evaluation and guide development.

• A Master's degree in Public Health, Information Management, International Development, Project Management, or any relevant field is required. Additionally, having completed specific courses or holding a degree in Monitoring and Evaluation (M&E) would be considered an asset. • Professional technical knowledge and expertise in various aspects, including but not limited to theories, standards, and models related to program evaluation, quantitative/qualitative/mixed methods research, validity/reliability testing of data, data analysis and interpretation, as well as statistical inference methods. • Previous experience working in the non-Governmental or not-for-profit sector is essential. Familiarity with the dynamics and challenges of these sectors will be advantageous. • Demonstrated experience in developing practical guides for implementing online awareness-raising and outreach processes. This includes the ability to translate theoretical knowledge into actionable, user-friendly guidance. • Previous experience working in the digital space and with digital technologies is critical. The consultant should have a deep understanding of digital platforms, social media, and online engagement strategies. • Experience in addressing gender-related issues within program design and implementation is highly desirable. • Possess advanced-level proficiency in both Arabic and English for effective written and oral communication. This capability ensures clear and inclusive communication with diverse stakeholders. • Previous experience of working with key and marginalized populations, including LGBT+ individuals, people who use drugs, and people living with HIV, is crucial. Sensitivity to the unique needs and challenges of these populations is required. • Ability to maintain strict confidentiality and discretion. • The consultant might apply as an individual or as part of a consortium.
