ROLE PURPOSE:

Save the Children is seeking to recruit an assistant to support the Food Security, Livelihoods and Social Protection Program Manager and project team in the delivery and the monitoring of a food security and livelihoods project with the aim of creating Sustainable Social Protection and Livelihoods solutions for severely vulnerable households in Lebanon. The project includes entrepreneurship trainings for adults and small business development, financial literacy and debt management, cash projects as a mechanism for assistance, and life skills and vocational trainings for youth, implemented by a Civil Society Organization (CSO) partner in Akkar.

SCOPE OF ROLE:

Reports to: Food Security, Livelihoods and Social Protection Program Manager

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation

- Provide programmatic and administrative assistance for Save the Children Food Security, Livelihoods, Shelter and social protection project during the inception phase and throughout the implementation.

- Support coordination between Food Security and Livelihoods, Shelter, Education, Child Protection, Logistics, Finance, Monitoring Distribution Evaluation and Learning, CASH and communication teams during the whole duration of the project.

- Support in the coordination of the cash assistance with the North and Beirut teams, including partners, focusing on the cash transfer process, checking cash docs and follow up on the reception of cash and complaints.

- Contribute to the registration, data collection and verification of beneficiaries under the CASH assistance part as needed.

- Work with logistics staff for programme procurements and logistics for the preparation of workshops and trainings, according to Save the Children’s procurement guidelines and manuals.

- Provide assistance in field visits done by Save the Children staff or consultants’ visits.

- Contribute to weekly and monthly planning and submit regular reports to the Program Manager, in addition to supporting in compiling field staff and partners reports.

- Participate in the distribution of beneficiary ID and ATM cards and in-kind items to pre-identified beneficiaries.

- Ensure proper filing and documentation of project related documents and activities.

- Support in the completion of any other studies/ evaluations throughout the project period and facilitate consultants’ work on the field.

- Coordinate with Save the Children’s other sectors (Education, Child Protection, Health/Nutrition and Shelter) to ensure integrated and efficient programming, including ensuring the cross-referral of beneficiaries.

- Support the work of the media and communication team in the collection of case studies and the visual documentation of the project phases and successes.

- Promote accountability and transparency with all the implementing activities.

- Support and stimulate teamwork within Save the Children's team and the Civil Society Organization partners’ team as well.

- Contribute to the institutional memory and the experience-sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.

- Carry out additional tasks upon decision by the Program Manager.

Programme Monitoring

- Contribute to the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.

- Organize monitoring visits and home/ field visits when needed.

- Conduct awareness sessions on Save the Children’s Feedback Mechanism System, and encourage its use.

- Act as data management and referral focal point

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

- Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field

- Minimum 1 year of experience in development programs, preferably working in Food Security & Livelihoods and with experience with data collection, validation and distributions

- Experience in administrative and logistics preparations

- Experience in field work and community mobilization

- Experience in conducting training and sensitization sessions for communities and beneficiaries is a plus

- Computer skills (especially Word and Excel)

- Strength in interpersonal, communication and presentation skills

- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment

- Available to travel in country

- Cash and voucher programming

- NGO experience

- Emergency programming

- Food Security & Livelihoods Familiarity with refugee communities in country of operation
