Project Summary :
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE). 

Position Description: 
RTI is seeking a Learning Facilitator in Lebanon. The Learning Facilitator will be responsible for coordinating, overlooking, and ensuring day to day smooth implementation of program activities and adherence to logistics and administration at the regional level.

Responsibilities:

Primary responsibilities will include but are not limited to: 

  • In this position, a Learning Facilitator will serve as a facilitator and technical support working in the field with clusters of schools participating in the QITABI3 project. S/he responsibilities will include:  
  • Serve as a facilitator for diverse project activities encompassing face-to-face, distance, and blended learning at the school level. 
  • Collaborate with school personnel (principals, teachers, administrators) and parents, fostering learning, and offering essential support to enhance the learning environment at the school, fostering a community of learners. This includes Arabic, English, and French Literacy, Math, Technology Literacy, Social Emotional Learning, life skills and career guidance, parental engagement, data collection, data entry and verification, logistics, resources and distribution of teaching and learning materials (TLMs).
  • Work closely with DOPS mentors, Subject Matter Coordinators, life skills and career guidance coordinators, and focal points to enhance the quality of teaching and learning across various modalities.
  • Facilitate the creation of a collaborative environment among school administrators, teachers, parents, and the broader community.
  • Establish connections with the local community to map available services within the cluster, updating this information regularly, and providing support with referrals when needed. 
  • Support SMCs, teachers and parents with resources, School SEL Plan implementation, and provide synchronous and asynchronous coaching support. 
  • Act as a mediator to resolve conflicts that may arise, with the objective of facilitating program implementation.
  • Report to the Nabatiyeh & South Lead Coordinator on activities, progress, and challenges.
  • Undertake additional tasks as required and requested by the Regional Manager and Programs Implementation Director, including supporting other RTI project activities. 

Qualifications:

Required Skills and Qualifications: 

  • Bachelor’s degree in education and/or possession of a teaching diploma or relevant degree and at least 1 year working in a school setting.
  • Demonstrated experience in implementing formative assessment, teacher appraisal, and providing coaching support.  
  • Proficient computer skills, including Outlook, Excel, Word, PowerPoint, video conferencing, and online learning platforms. 
  • Proficiency in Arabic, and excellent proficiency in either French or English as a second language. 
  • Strong communication and interpersonal skills. 
  • Familiarity with the community they reside in, including its geography and needs. 
  • Easy mobility within one governorate for transportation purposes. 
  • Ability to assess challenges and make informed decisions. 
  • Capacity to prioritize tasks and strong planning skills. 
  • Ability to work effectively with diverse groups of people. 
  • Capability to provide evidence-based reporting on indicators.
  • In-depth knowledge of current education challenges.  

Please Note : As part of the interview process, finalist will be asked to participate in a writing exercise in Arabic.
