The Rene Moawad Foundation is recruiting a project development officer to support in fundraising, as well as project development opportunities and processes within the Rene Moawad Foundation.

DESCRIPTION: 

The René Moawad Foundation (RMF) is a Lebanese non-profit, non-political, non-sectarian organization that was established in November 22, 1991, two years after President René Moawad’s assassination.

RMF’s mission is to promote social, economic and rural development in Lebanon and the MENA region and contribute in building a responsible civil society that promotes democratic values, justice, pluralism and moderation.

For over 33 years operating in Lebanon, RMF empowers local communities, and helps alleviate part of their burden, while striving to build their capacities, grow their potential, sustain their independence, and preserve their dignity and freedom. To that end, RMF has partnered with leading international donors, Governments, international NGOs, the local private sector, and Lebanese diaspora in various countries, in order to respond to the needs of disadvantaged people all over Lebanon.

RMF stands firm on its five pillars encompassing Agriculture, Health and Social Safety Net, Education and Protection, Livelihoods and Economic Growth, and Decentralization and Governance.

In 2023, RMF has helped 194,311 individuals in Lebanon and provided 40,728 services to vulnerable people. 

 

ROLE OVERVIEW:

Under the guidance of the Project Development Manager (PDM), the Project Development Officer (PDO) will support in fundraising, as well as project development opportunities and processes within the Rene Moawad Foundation, to ensure RMF’s growth. The PDO will work closely with a variety of departments including the M&E, Procurement, and Technical Specialists.

Fundraising and Donor Engagement

  • Identify, map, and analyze potential key donors, partners, and funding opportunities, with respect to RMF’s mandate and core areas of work.
  • Maintain a funding pipeline, including funding forecasts, and project proposal tracking.
  • Assist the PDM with donor engagement where needed during all stages of project development.

Proposal Development

  • Assist in the development and writing of successful Expressions of Interests, Concept Notes, Tenders, and Grant Proposals, in-line with donor requirements and RMF’s SoPs.
  • Closely coordinate with Technical Specialists in RMF’s various operational sectors to ensure proposals’ technical viability.
  • Closely coordinate with various support departments such as Procurement and M&E, during all stages of project development.

 

Award Management

  • Assist on the process of award contract review and negotiation, and hand-over to the relevant implementation focal points.
  • Assist in the preparation for kickoff meetings, project review meetings, and project closure meetings.
  • Assist in the review and compilation of projects’ inception, periodic, and final reports.

Coordination and Communication

  • Prepare and provide regular project snapshots and updates to RMF’s team.
  • Represent RMF with donors, partners, and other coordination groups where needed.

 

QUALIFICATIONS AND EXPERIENCE:

  1. Bachelor’s degree in the field of Business Development, Social Sciences, Project Management, NGO Management, or other related fields.
  2. Minimum 3 years of relevant experience in proposal or business development.
  3. Experience in coordinating with various departments and teams, working on complex tasks.
  4. Excellent project design, and writing skills.
  5. Excellent communication, negotiation, and interpersonal skills, with the ability to build and maintain effective relationships with diverse stakeholders.
  6. Demonstrated ability to work independently, prioritize tasks, and meet deadlines, while under pressure, in a fast-paced environment.
  7. Fluency in English and Arabic (both written and spoken), French is an added value.
