The Education Technical Lead is responsible for providing technical support for the planning and implementation of RI’s education programs responding to the Syrian crisis in Lebanon.  This includes education programming focusing on non-formal education, remedial education, online learning, and complementary education services. In addition, s/he works closely with the Program Director, Program Manager, and other colleagues, as appropriate.

Accountability and Complexity

  • The Job Holder can take decisions solely related to her/his administrative and clerical tasks; any decisions beyond her/his realm or responsibility should be discussed with the Program Manager.  
  • Frequent visits to the implementation areas and to RI Offices in Beirut, Bekaa and North is required on as-need-basis.

 

Essential Position Responsibilities and Duties:

  • Advise and support the RI Lebanon team with planning and implementation of homework support groups (HSGs) and/or online learning for children.
  • Provide advice and support to the education field team on the implementation of educational projects.
  • Conduct regular classroom observations for education assistants in formal and non-formal education projects aimed at follow-up, giving advice and support to improve the quality of teaching activities.
  • Submit monthly reports of the education program's progress, workflow, improvements, success, and modifications that should be made.
  • Conduct regular field visits to RI’s learning centers.
  • Participate in discussions with UNICEF, Ministry of Education and Higher Education (MEHE), parent committees, and other stakeholders to identify areas for coordination and collaboration.
  • Work closely with program and MEAL Teams to ensure the monitoring and evaluation of programming and measure improvements in children’s academic skills and educational achievement in RI education programs.
  • Assist the MEAL team in reviewing and updating the education MEAL tools and materials.
  • Conduct training assessment needs and develop training materials to build capacities for teachers and CFE Centers Supervisors in remedial, retention and/or online learning programs.
  • Participate in the Lessons Learned events.
  • Work with the Country Director, Program Director, and Program Manager on new project design including writing of proposals, providing technical lead in designing of objectives, activities for educational projects and related budgets.
  • Provide technical support and guidance on curriculum development and revision component, teachers’ professional development, and other technical aspects as per country and program strategy, proposals and plans – this includes the development and finalization materials as required for quality programming.
  • Be responsible for the teacher and educators’ professional development strategy based on existing external evidence, good practice, and internal lessons learnt. Identify the specific areas of professional development competencies needed at field level.  Develop and adapt existing materials in Arabic based on existing external evidence, good practice, and internal lessons learnt.
  • Provide technical support and capacity building for all Education project staff.
  • Support in the follow up on compliance with protection mainstreaming in education, (i.e. revise and approve training material, technically support the child protection technical officers, etc.), and for providing recommendations to Project Managers, and Coordinators to achieve safe programming in Education.
  • Lead the development and revision of needed curricula to meet the needs of children and youth in Lebanon while ensuring that curricula are in in accordance with national and international norms and standards, and they fall within MEHE guidelines, strategy, and framework. Develop new curricula or revise existing curricula in Arabic, French, and English to be in alignment with both the programmatic measures advised by the Education Specialist for safe, quality education and the MEHE requirements
  • Lead and guide the technical team in the development, adaptation, and delivering of training modules for trainers and teachers based on identified available resources (both internal and external). Develop training modules in Arabic, English, and French to be used in professional development activities
  • Provide guidance on technical specifications of resources, equipment, and teaching aids required for implementation of various educational programs for both face to face and distance education modalities.
  • Ensure learning assessment tools are in place and the relevant analyses are conducted at field level.

Internal and External Coordination

  • Keep Program Director and Program Manager well-informed regarding developments and emerging issues related to the implementation of the project
  • Coordinate closely with the Program Manager on the implementation of the education program
  • Stay updated regarding relevant education sector/ MEHE developments; and communicate necessary updates to all relevant staff while ensuring the presence of appropriate improvement or changes in implementation accordingly.
  • Ensure coordination with UN agencies, INGOs and other actors in the education sector.
  • Attend and participate in the Education Partners meetings.
  • Coordinate with the RI’s global Education Technical Advisor as relevant.
