ESSN Coordinator for the Ministry of Social Affairs (MOSA) under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project
The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023) (“Procurement Regulations”).
The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of ESSN Coordinator for the Ministry of Social Affairs under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project.
The Consultant will be evaluated based on the following criteria:
- A Graduate degree in Economics, Social Sciences, Development Studies, or any related field;
- At least 8 years of experience in project management;
- Demonstrated experience in program design, management, and implementation;
- Experience with international organizations, donors, NGOs, humanitarian agencies and/or government entities is a plus;
- Demonstrated technical expertise in communications for multiple types of audiences (communications of beneficiaries/affected communities, senior officials, media, etc.);
- Demonstrated technical expertise in monitoring and evaluation;
- Experience in data collection protocols for poverty mapping and vulnerability assessment frameworks;
- In-depth knowledge and familiarity with humanitarian and development, NGOs, and civil society stakeholders operating in Lebanon;
- Knowledge of the World Bank guidelines and regulations is an asset;
- Advanced computer skills in using Microsoft Office (Word, Excel, PowerPoint, Outlook), Web applications, and database management;
- Demonstrated interpersonal, problem-solving, and negotiating skills;
- Excellent planning, presentation, writing, and editing skills;
- Ability to work under pressure and under limited supervision; and
- Excellent written and verbal communication skills in Arabic and English.
