General objective

 
Under the direct supervision of the Community Outreach Project Manager, the CSMC Team leader is responsible for the qualitative, quantitative and timely implementation of the CSMC activities. He/she coordinates and monitors the work of Senior Field Officer/Field Officer dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.

 
Responsibilities and tasks

Activities implementation

-       Take part in the technical assessment, design and implementation of all program activities;
-       Plan (daily and weekly) the field activities, supervise Senior Field Officer/Field Officer/ Self-Management Committee /Local Partner and any potential contractor and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works;
-       Adapt and develop implementing/monitoring tools to every activities;
-       Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions;
-       Support and participate to the other activities of the CSMC team when required.
-       Ensure that all measures have been taken and rules followed to ensure security on-site;
 

Assessment, monitoring & evaluation of activities

-       In coordination with the Quality Department, assess regularly the collective site humanitarian situation and determine population needs;
-       Collect any relevant information/needs from the communities and partners in the region considering possibilities of new projects;
-       Analyse and monitor the results of CSMC activities.
 

Community mobilization

-       Mobilize and encourage the Self-Management Committee for the activities;
-       Organize meeting with Self-Management Committee /Local partners;
-       Organize awareness sessions/trainings with the Community in coordination with other sectors.
 

Team Management

-       Supervise the Senior Field Officer/Field Officer /Local partner and ensure the respect of all human resources rules;
-       Manage the Senior Field Officer/Field Officer/ Local partner working on the CSMC activities in the supported facilities and in the communities;
-       Coordinate the work of Senior Field Officer/Field Officer/Local partner dedicated to these activities: weekly/daily planning to maximize Field Officers efficiency.
 

Communication

-         Responsible of the communication between PU-AMI and the Self-Management Committee /Local partner regarding the implementation of Protection activities;
-         Represent PU-AMI in the CSMC external meetings if need be;
-         Report to CO Project Manager through written (English) Meeting of Minutes report;
-         Immediately report any incident related to communication with external actors to CO Project Manager and propose solutions.
 

Capacity building

-       To do regular monitoring of CSMC officer’s work by constantly visiting to the areas of intervention and getting feedback when not directly in the field;
-       To train new CSMC Senior Field Officer/Field Officer on the activities implemented in the framework of the project;
-       To solve team conflicts, if any, and ensure team building and harmony;
-       To support each CSMC Senior Field Officer/Field Officer in improving his/her performance;
-       To conduct appraisals every six months with each CSMC Field Officer;
-       Develop any pedagogical and methodological tools adapted to the local context.
 

Reporting

-       Collect all information and oral/written reports on the progress of CSMC activities on a daily basis;
-       Refer identified cases to other sectors following specific templates (Internal Referral to send to the CO Project manager) and close follow up to their interventions;
-       Make a weekly report on the progress of activities (Weekly Activity Report to send to the CO Project Manager);
-       Report immediately any delay, problem or other relevant information to the CO Project  Manager;
-       Communicate with the other sectors to standardize the methodology and the conditions of intervention.
 

Logistic & administration

-       Define the needs in items regarding the program and the planning of interventions;
-       Ensure the follow-up and the proper use of materials and tools used during on-site works;
-       Manage the supply of items to the work site in collaboration with logistics department;
-       Use the PU-AMI forms for all exchange with the logistic & administration services;
-       Conduct daily worker payment and/or beneficiaries payment in coordination with the administrative department;
-          Analyse the security situation in the area and inform the CO Project Manager on security incidents.
 

Local Partner follow up

-       Organize periodical meetings (weekly, biweekly) with the local partner;
-       Design MoUs and its tools of verification;
-       Develop the CSMC activities and financial forecast in coordination with the Local partner;
-       Collect and revise the Narrative Reports from local partner as accorded by the signed MoU (biweekly or monthly);
-       Collect and revise the Financial Reports from local partner as accorded by the signed MoU (biweekly or monthly);
-       Collect and revise the invoices for the CSMC activities from the local partner;
-       Conduct local partner payment in coordination with the administrative department;
-       Identify capacity building needs for the local partner;
-       Organize and conduct trainings for the local partner;
-       Organize and archive the hard and soft copy files for the CSMC activities and local partner documents;
-       Provide technical support to the local partner.

QUALIFICATIONS

Mandatory requirements

Language skills: Fluent in Arabic and English (speaking/reading/writing)

 

Education degree: Baccalaureate/University degree in Social Science, or Engineering or other related field

 

Work experience: 2 years’ experience in a similar position (NGOs/international organizations) in CSMC fields at Management position

 

Computer skills: Good knowledge of the MS office software (including Word, Excel, Power Point, Outlook)

 

Other:

-          Valid driving license (2 years minimum)
-          Knowledge in Community mobilization and Social fields
-          Good management and pedagogical skills
-          Good knowledge of South Governorate, willing to travel a lot locally
-          Excellent communication and diplomacy skills to manage relationship in potentially tense situations
 

Assets

-       Good leadership capacity;

-       Experience in working with refugees;
-       Experience in community-based activities programming, preferably in an emergency context.
