SPECIFIC OBJECTIVES AND LINKED ACTIVITIES
1. Implementing the Monitoring, Evaluation, Accountability and Learning plan:
- From lessons learned and experience on the field, support the MEAL Manager in the identification of assessment needs and the defining of assessment methodologies;
- Leading teams in the routine and timely collection of data according to MEAL Manager guidance following contractual and internal needs;
- Leading the reporting on data analysis for the MEAL Manager’s review according to pre-defined analysis templates;
- Taking lead roles in the field and advising directly the Field Officers from experience;
- Leading Field Officers in all MEAL activities.
2. Providing accurate data and reporting internally:
- Conducting monitoring follow up activities (quality phone calls to beneficiaries; field monitoring visits etc.) to ensure that data quality is ensured
- Providing the second stage of data cleaning during and after activities’ implementation
- Tackle immediately mistakes/ misunderstood questions/ challenges encountered by the teams to avoid bias and false analysis
- Working closely with the IM officer(s)/worker(s) to ensure timely and accurate extraction of data;
- Participating with the MEAL Manager and MEAL Coordinator to define pre- analysis criteria;
- Leading the data analysis, with the support of the MEAL Manager;
- Reporting according to reporting templates to ensure quality and consistency.
3. MEAL team management and capacity building:
- Facilitating opportunities and workshops in which the Field Officers are provided a space in which they can discuss field challenges with the MEAL Manager and MEAL Coordinator;

- Use this knowledge and understanding to guide lessons learnt and document this knowledge for capitalization within the base and the mission;
- With support and guidance from the MEAL Manager and MEAL Coordinator, to conduct regular training workshops for the Field Officers as well as identifying needs of the Field teams for future training opportunities;
- Implement with field teams new guidelines and SoP’s and ensure accurate follow up;
- Welcome and brief new employees working under his/her responsibility;
- Train his/her team members to use and maintain the available tools correctly conducting one-to-one sessions if needed;
- When recruiting daily workers, follow procedures and directives outlined by his/her line manager and the administrative service;
- Ensure that safety procedures are followed by members of his/her team;
- Ensure that all assets returned from the field by the end of the day;
- Ensure that visibility rules are respected by all field officers;
- Conduct appraisals for Field Officers according to the internal PU-AMI HR structures with the support of the MEAL Manager;
- Regularly attend the field to ensure accuracy on the ground.
4. Organization & Follow up
- Organize, schedule, coordinate and plan the department activities and the team’s work;
- Ensure proper coordination and liaison with programs departments.
5. Internal and external reporting
- Contribute to research and draft reporting as directed by the MEAL Manager and report weekly on the progress of activities;
- Communicate on any issue faced on the field or with the team to the MEAL Manager as soon as it arises.

MANDATORY REQUIREMENTS
- Language skills: Fluent in Arabic and English (speaking/reading/writing)
- Education degree: Bachelor’s degree in social sciences or any other relevant field
- Work experience: 2 years experience working for an NGO in an implementation or evaluation team
- Knowledge & skills: Good analytical and writing skills/Good team leadership spirit/Good understanding of humanitarian ethics
- Computer skills: Good knowledge of the MS Office software (including Word, Excel, Outlook) any other statistical software is a plus
- Strongly desirable to have a valid driver’s license in case of field needs.
