Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

OVERALL MISSION

1- GENERAL OBJECTIVE

The Deputy Health Coordinator assesses and strengthens PU-AMI’s health service provision in order to improve the quality of care and support. The Deputy Health Coordinator acts as a liaison person between the Health Coordinator and the technical health team in the field.

 

S/he provides direct support to the Project Managers to harmonize and standardize processes, tools and guidelines among the mission. The Deputy Health Coordinator ensures and drafts a training plan for the staff and partners, including PHCCs, within the objectives for a maximum coherence with PU-AMI’s health framework, national and international protocols/guidelines and best practice.

 

By delegation of the line manager, the Deputy Health Coordinator represents PU-AMI before any external actor(s), partner organizations, particularly within the area of coordinating with NGOs in regards to health activities.

2- RESPONSABILITIES AND TASKS

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES 

1. QUALITY ASSURANCE OF HEALTH PROGRAMME ACTIVITIES

 

  1. Work in close collaboration with the Health Coordinator, Deputy Health Project Managers, Quality Assurance Advisors, Pharmacists and all the Specialists on the definition and improvement of quality support to health service providers;
  2. Coordinate with partner(s) to ensure the delivery of MoPH training(s) at supported PHCCs;
  3. Develop and implement Standard Operation Procedures (SOPs) and activity forms in coordination with the Health Coordinator, Senior Medical Specialist, Community Health Specialist, Inclusion & Community Health Team Managers and Health Project Managers;
  4. Circulate and review the SOPs every 6 months with the health team through collecting the feedback and conducting field visits to ensure proper implementation as per the SOP;
  5. Assess and ensure that tools and practices across the whole mission are harmonized and capitalized and in coherence with the organization’s health framework, international and national health standards and guidelines;
  6. In coordination with other health team members, ensure proper implementation of the PHCCs and community activities, and report to the Health Coordinator any delays, challenges and discuss the impact of the mitigation measures prior its implementation;
  7. Upon request from the Health Coordinator, prepare reports/ needs assessments on health activities and work with the Pharmacist Specialist on identifying the medication, medical equipment and medical consumable needs;
  8. Participate in developing MEAL surveys and analysis reports;
  9. Develop terms of reference (TOR) for several consultancies based on the projects’ needs;
  10. Be the focal point for training needs assessment and work closely with the Quality Assurance Specialist on the development of training plan for each PHCC;
  11. Develop/validate community health volunteers’ and outreach manual;
  12. Participate in reviewing and drafting several reports based on donors’ requirements.
  13. Ensure that epidemiological data are recorded, analyzed and shared by the health team in coordination with the Health Coordinator, Senior Medical Specialist, and Information Management Specialist;
  14. Support and train, in coordination with the Senior Medical Specialist, Pharmacist Specialist and Health Project Managers, the health teams on medical-logistical orders to ensure that requests are in line with the needs and that orders are received and documented as per procurement guidelines;
  15. Conduct regular visits to the field to ensure proper implementation of activities and follow up with the field teams, and to determine the gaps;
  16. Ensure the implementation of monitoring and/or evaluation processes according to the MEAL strategy plan defined in project needs;
  17. Undertake monthly analyses and transmit the analyzed data to the Health Coordinator;
  18.  Depending on the needs of the projects and/or the data collected, produce and disseminate reports of the monitoring and evaluation exercises to the relevant personnel;
  19. Ensure proper archiving of all the documents, tools, and training materials produced in the context of project(s) and ensure the availability of the verification sources mentioned in the proposals or sub-agreement(s);
  20. Report any challenge related to the implementation of the project to the Health Coordinator;
  21. Participate in the monthly health meeting and quality committee meeting and provide inputs, share challenges and propose solutions;
  22. Lead the development of IEC materials and coordinate with a graphic designer when it is feasible;
  23. Ensure proper update of the budget on a monthly basis for the lines assigned as budget lines holder;
  24. Contribute to the proper follow-up on the FFM and reporting tool and report any challenges, trends, delays to the Health Coordinator.

 

 

2.  PROPER IMPLEMENTATION OF THE PHCCs AND COMMUNITY HEALTH ACTIVITIES

Under the direct supervision of Health Coordinator:

  1. Be accountable for the efficient implementation of the projects at PHCCs and community level in coordination with the Health Coordinator, Community Health Specialist, Senior Medical Specialist, Quality Assurance Specialist, Pharmacist Specialist, Team Managers, Project Managers;
  2. Be responsible for the development of all educational material (ToR), SOP and any support tool needed according to the strategy developed to ensure high quality of community health program and soft components activities across the projects;
  3. Together with the MEAL department, Community Health Specialist and Inclusion and Community Health Team Managers, provide feedback on the development of Knowledge Attitude Practice (KAP) or other survey needs to measure the impact of intervention and report the results to the Health Coordinator;
  4. By the delegation of Health Coordinator, monitor the technical aspects of the PHCCs and community health interventions and ensure the quality and relevance of those activities;
  5. Identify issues, gaps and delays that may impede the correct implementation of the projects and propose mitigation plans to the Health Coordinator;
  6. Support in the analysis of information coming from the field, and in collaboration with the field identify the lessons learnt and integrate them as improvements to be done;
  7. Conduct regular field visits with the Community and PHCC teams in order to ensure proper implementation of those activities and collect feedback from the beneficiaries, PHCC Directors and staff;
  8. Draft contextualized needs assessment tools and participate in generating analysis and recommendation reports.
  9. Provide guidance and support to partners (local and international organizations) in developing IEC material, community health component and inclusion of PWD component
  10. Contribute to the lessons learnt exercise in collaboration with the Health team in Coordination, other health staff and Meal department.

 

 

3.    TEAM MANAGEMENT AND CAPACITY BUILDING

 

  1. In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the Health Coordinator in: drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Brief newly recruited personnel under his/her management on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Health Coordinator;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  6. Provide technical support and guidance to the Pharmacist Specialist;
  7. Undertake Training Needs Assessments (TNA) of project health staff in the mission, and as well from partners and report it to the Health Coordinator;
  8. Organize meeting(s) and facilitate training(s) for health staff based on the TNA and other occurring training needs;
  9. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  10. Solve team conflicts and ensure team building and discipline.

 

 

4.    ENSURE THE REPRESENTATION OF PU-AMI TOWARDS HEALTHCARE PROVIDERS

 

By the delegation of Health Coordinator:

  1. Represent the organization before any external actor(s) involved in the implementation of health programs, and ensure that good relations are maintained with each of them;
  2. Participate, when necessary, in health working group meetings (i.e. SRH, RCCE, Central working groups, etc.) and report to the Health Coordinator. Participate in other coordination meetings, and represent the organization at both regional and national level when deemed necessary;
  3. In the event of visits from donors, participate actively in the preparation and the smooth organization of the visit;
  4. Conduct regular meetings with the PHCC Directors in order to ensure proper feedback mechanism and identify any challenges faced in the field;
  5. Participate in the capacity building of the partners on Flat Fee Model implementation;
  6. Participate in the consortium working groups whenever requested.

 

5.    ENSURE THE SAFETY OF PROPERTY AND PERSONNEL

 

  1. Ensure that the safety plan is known by the team, and that safety rules are respected;
  2. Contribute to data collection on safety issues in his/her field of operations and disseminate them to the Deputy Field Coordinator/Field Coordinator and Humanitarian Affairs Manager/Officer regularly or on an ad-hoc basis if urgent;
  3. Ensure that project(s), methodologies, or selection criteria do cause any harm to beneficiaries, staff or any other personnel.
  4. Alert the Deputy Field Coordinator/Field Coordinator, Humanitarian Affairs Manager/Officer, and Health Coordinator immediately, in case of impending danger to teams or beneficiaries.

 

 

6.    CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS

 

  1. Participate in identifying health-related needs in coordination with the Health Coordinator;
  2. In the context of identifying new operations, technically support the Project Managers in the preparation of project proposals for the health sector;
  3. Participate in the strategy development of the mission and health strategy.

 

 The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

3- PRIORITIES OF THE DEPARTMENT

  1. Support the Health Coordinator by ensuring successful implementation of the mission health program;
  2. Develop the activity forms for the new upcoming projects.
  3. Participate in the recruitment processes including drafting tests and interviews for the opened vacancies;
  4. Ensure that a proper training plan has been implemented for this year;
  5. Ensure a good relationship with MOPH focal point to conduct a proper follow-up on the training planned including LPSP training for staff and PHCCs;
  6. Develop a birth cash assistance analysis report to be used as an advocacy paper for other donors.

 

QUALIFICATIONS 

MANDATORY REQUIREMENTS

  1. Language skills: Fluent in English and Arabic, (speaking/reading/writing);
  2. Education degree: Bachelor degree required with a Health Background and Master’s degree in Public Health or in other relevant field of required expertise;
  3. Work experience: General management experience, minimum experience of 3 years in the Humanitarian sector working with vulnerable population (refugees, displaced) or health/Public Health project management, interest in health financing and research.

Proven experience in the Middle East health system working with local and International NGOs. Experience in pharmacy management. Knowledge of the project cycle management and logical framework; ability to monitor activities’ indicators.

  1. Computer skills: Excellent knowledge of the MS office software including Word, Excel, Power Point, Outlook.
  2. Other: 
    • Valid driving license (minimum 1 year)
