Terms of Reference (TOR) for Senior Peacebuilding Advisor - Lebanon 

1. Background: Peace Labs is a renowned Lebanese organization committed to promoting peace, reconciliation, and conflict resolution in regions affected by conflict. Peace Labs is seeking a Senior Peacebuilding Advisor to support its project in Lebanon, a country grappling with complex social, political, and sectarian dynamics. The consultant will play a pivotal role in designing and implementing innovative peacebuilding strategies to address the root causes of conflict and foster sustainable peace.

 

2. Objectives: The primary objectives of the consultancy include:

Conducting a comprehensive assessment of conflict dynamics, drivers, and stakeholders in Lebanon, with a focus on identifying opportunities for peacebuilding interventions.

Developing tailored peacebuilding methodologies that address the specific needs and challenges of the project and those affected by conflict.

Advise the team on how to facilitate the dialogue, mediation, and reconciliation processes, to promote constructive engagement and conflict resolution among diverse stakeholders.

Contributing to knowledge sharing and learning activities within Peace Labs and the broader peacebuilding community.

Take part in the Project Advisory Committee 

 

3. Scope of Work: The consultant will be responsible for the following tasks:

 

Macro Support to Peace Labs' team in Conducting in-depth research and analysis of conflict dynamics, socio-political trends, and peacebuilding opportunities in Lebanon.

help develop a comprehensive peacebuilding strategy and action plan in consultation with Peace Labs' team and relevant stakeholders.

Help Design the peacebuilding methodology

Providing technical assistance, mentoring, and support to the Peace Labs team when needed 

Documenting best practices, lessons learned, and success stories for dissemination and knowledge-sharing purposes.

 

4. Deliverables: The consultant will be expected to deliver the following:

Revision of the conflict analysis report and peacebuilding strategy for selected localities.

Peacebuilding Methodology 

Advisory and Learning report

 

5. Qualifications: The ideal candidate should possess the following qualifications and experience:

 

Advanced degree in peace and conflict studies, international relations, or a related field.

Minimum of 10 years of experience in peacebuilding, conflict resolution, and/or humanitarian work, with a focus on the Middle East region.

Strong understanding of the socio-political context in Lebanon, including knowledge of sectarian dynamics, refugee issues, and post-conflict reconstruction challenges.

Proven expertise in designing and implementing peacebuilding programs in complex, multi-stakeholder environments.

Excellent facilitation, mediation, and negotiation skills, with experience in working with diverse communities and stakeholders.

Strong analytical and strategic planning abilities, with a demonstrated ability to develop innovative solutions to complex challenges.

Familiarity with monitoring and evaluation methodologies and tools for peacebuilding programs.

Excellent written and verbal communication skills in English and Arabic.

 

6. Duration and Location: The consultancy is expected to commence on February 2024 and continue for a duration of 12 months, with the possibility of extension based on performance and funding availability. 

7. Reporting and Supervision: The consultant will report to the Project Manager at Peace Labs and work closely with the Lebanon country team, including project managers, program officers, and field staff.

8. Remuneration: Consultants must submit their Daily rate in the application form
