The DFID-funded Lebanon Enterprise and Employment Programme (LEEP) in Lebanon supports SMEs to grow their business and create sustained jobs for low-skilled Lebanese workers as well as temporary jobs for Syrian workers. This will be done through the provision of matching grants and business advisory services to small and medium enterprises (SMEs) to increase their capacity to create jobs. LEEP works closely with financial institutions and Business Development Service (BDS) providers to enhance access to finance, stimulate growth-oriented financing, and provide quality Business Development Services for SMEs. 

The BDS and Procurement Officer works in close collaboration with the programme staff and the Operations team to ensure consistent BDS and Procurement support service delivery.

Responsibilities

Procurement:

  • Handle Procurement and ensure compliance with LEEP policies and procedures including completion of due diligence assessments.
  • Execute and monitor ongoing procurement of equipment/services and maintain guidelines regarding appropriate use of project assets.
  • Manage petty cash disbursements and weekly reconciliation.
  • Take responsibility of day-to-day purchases, making sure office is well-equipped and restocked in a timely manner and according to LEEP policies and procedures.
  • Prepare PAFs for all payments to vendors and BDS providers for submission to the Finance and Admin Manager.
  • Ensure adequate stock of kitchen, bathrooms and office supplies is constantly maintained
  • Manage programme assets and asset register.
  • Oversee the coordination of local/regional travel, accommodation and other logistics for programme staff, consultants and members of Palladium corporate team. This includes supporting applications to obtain visas and renewals for long and short-term consultants.
  • Complete all other tasks requested by the Team Leader and Head of Finance and Operations.
  • Saving all documents for suppliers on Sharepoint.

BDS Support:

  • Procurement of BDS providers, including checking submitted questionnaires, conducting IntergraWatch background checks and completing and sending for approval due diligence assessment reports.
  • Contract management of BDS providers, including negotiating financial offers, executing BDS subcontracts, issuing TOs under BDS subcontracts and tracking billed days and submitted invoices.
  • Saving all BDS and supplier documents on Sharepoint.
  • Supporting BDS Manager in coordination of BDS delivery to LEEP SMEs and quality assurance of services provided
  • Supporting BDS Manager in documentation of BDS delivery and updating of BDS Trackers

Requirements

  • 2-4 years of relevant experience in a similar capacity;
  • Experience working on an international development project;
  • fluency in Arabic and English;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.);
  • knowledge and application skills of IT tools and management systems;
