DEPARTMENT PURPOSE: Oxfam in Lebanon (OiL) has established a strong network of local organizations who have collaborated in various sectors while adhering to Oxfam’s Partnership Principles. The working relationship between OiL and our partners has developed from providing financial support and capacity building to co-leading funding opportunities on certain interventions while continuing to offer consistent support for organizations to navigate through a difficult operating environment. The Partnership Manager will be tasked with overseeing OiL’s partnership portfolio, ensuring our partnership manager is administratively sound and compliant as well as working with partner focal points to ensure adequate support is provided to implement programmes at quality and scale.

 

JOB PURPOSE: The Partnership Manager will oversee the management, coordination and risk management of OiL’s partnership portfolio. The Partnership Manager will work closely with all OiL departments to ensure a unified approach is taken to partnership management and to increase efficiency as well as effectiveness of OiL’s approach to management.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Partnership Relations Management (60%)

 

  • Socialise and institutionalise OiL Partnership Roadmap withing OiL and partner
  • In coordination with DCD and Programme Coordinators, oversee, and develop where necessary, the partnership relations management operating procedures for OiL that set out efficient and responsive processes, delineate clear roles and responsibilities at project and programme level
  • Oversee, facilitate and support on all aspects of a partnership relationship management, from partner identification, due-diligence, agreement development, start-up, coordinating all program, operations and finance components
  • Oversee the maintenance and coordination of partner program, finance and compliance monitoring schedules and coordinate support for partners to address any concerns or issues that may arise.
  • Participate in regular partner monitoring visits to ensure that partners operate in compliance with OiL and donor regulations.
  • Support and monitor the timely submission of accurate financial and activity reports from partners.
  • Ensure that comprehensive electronic files for partnerships are maintained and partner mapping is up-to-date and accessible to all programs.
  • Ensure close follow up and development of partnerships that do not have a financial component.

 

 Strategic Oversight (20%)

 

  • Maintain and regularly update OiL’s partnership strategy and coordinate closely with all departments to ensure its successful implementation.
  • Identify key stakeholders for effective programming through stakeholder analysis and social network analysis
  • Promote an effective analysis of local stakeholders and an appropriate identification of OiL’s role.
  • Guide and support programs in the development of partnership relationships with local and national stakeholders including local/national authorities, private sector and academia.
  • Ensure the Actor Mapping is up-to-date and accessible to all programs.

 

Capacity Development and Strengthening (20%)

 

  • Identify and develop specific capacity building activities for OiL staff on engaging with partners.
  • Engage with partners on provide technical support in their area of expertise to Oxfam staff.
  • Ensure all issues identified in the assessment phase are addressed through project support plans and that these are implemented in a timely and effective manner.
  • Identify and coordinate opportunities to support partners through Oxfam’s Partner Capacity Assessment processes, and the development of capacity strengthening plans based on those processes.
  • Collaborate with the programme teams to integrate technical capacity strengthening approaches with organizational development support as appropriate.
  • Support OiL staff working with partners on skills related to capacity strengthening.
  • Develop tools that can be used by OiL staff when supporting the partner’s capacity strengthening plans.

  • Minimum 5 years professional work experience in international humanitarian/development work, including in the MENA region;
  • Demonstrated experience in managing and engaging partnerships with local and international organizations, private sector, academia and/or local authorities;
  • Demonstrated technical expertise and experience in partner management;
  • Experience in representation and networking, in particular with national and local authorities, humanitarian and development actors and donors;
  • Proven analytical and strategic planning skills;
  • High-level communications and people skills;
  • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums;
  • Professional fluency in written and spoken English

Desirable

  • Technical Expertise and experience in entrepreneurship initiative and the private sector.
  • Professional fluency in written and spoken Arabic and/ or French
  • Knowledge of EU procedures
