TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to Beirut, the Bekaa and North Lebanon areas, including protection & governance; cash assistance and economic development/livelihood; WASH/water governance with a focus on partnerships.

 

JOB PURPOSE: The Governance and Partnership Advisor will oversee the management, coordination and risk management of OiL’s partnership portfolio. The Governance and Partnership Advisor will work closely with all OiL departments to ensure a unified approach is taken to partnership management and to increase efficiency as well as effectiveness of OiL’s approach to management. He/she will oversee effective management and relationships with relevant external stakeholders, guide program teams that are implementing governance interventions, by overseeing project implementation. In addition, the Governance and Partnership Advisor will also support in identifying scaling up opportunities and new project ideas in line with governance needs on the ground, and in consultation with program teams.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Programme Design and Strategy

  • Support the Program Quality Coordinator on programme design and proposal development.
  • Support the development of a comprehensive governance strategy for Oxfam in Lebanon, which includes elements of participatory governance, and social accountability, social justice issues, youth empowerment, working with coalitions of governance actors and civil society organizations, engaging with local and national authorities and power holders. This includes defining the strategy, designing approaches, identifying key partners and supporting (or leading when relevant) programme teams and partners in developing (funding) proposals and reviewing and revising current projects to meet changing needs and requirements.
  • Manage, oversee, and maintain all partnership relations as per the OiL Partnership Roadmap. Including partner identification, due-diligence, assessment, agreement, capacity building, coordination components.
  • Contribute in the identification of new partners for Oxfam in Lebanon.
  • Maintain and regularly update OiL’s partnership strategy and coordinate closely with all departments to ensure its successful implementation.
  • Participate in country programme planning, strategy development and reviews.
  • Maintain an up-to-date and comprehensive understanding of governance issues and issues affecting civil society space in Lebanon, and ensure that programme teams are operating according to emerging evidence on what works, and what does not work, within the Lebanon context;

 

Technical Advice and Support

  • Provide specialist governance technical advice and support to the implementation of Oxfam’s interventions and approaches in Lebanon (e.g. rights of power holders, good governance, social justice, civil society space);
  • Guide and support programs in the development of partnership relationships with local and national stakeholders including local/national authorities, private sector and academia.
  • Lead regular partner monitoring visits to ensure that partners operate in compliance with OiL and donor regulations.
  • Monitor relations between partners and OiL project teams and provide support and facilitation where required.
  • Support OiL staff working with partners on skills related to capacity strengthening.
  • Collaborate with the programme teams to integrate technical capacity strengthening approaches with organizational development support as appropriate.
  • Develop tools that can be used by OiL staff when supporting the partner’s capacity strengthening plans.
  • Maintain comprehensive and accessible digital database of all partnership files.
  • Support programme teams and partners in developing and applying appropriate monitoring, evaluation, accountability and learning (MEAL) tools in relation to Oxfam’s governance work in Lebanon;
  • Highlight and standardize governance interventions under different projects and mainstream coherent approaches.

 

Research, Monitoring, Evaluation, Accountability and Learning

  • Support the program teams and partners in developing and applying appropriate monitoring, evaluation, accountability, and learning (MEAL) tools
  • Lead on the extraction of learnings in relation to governance interventions and concepts.
  • Produce regular reports on governance and program analysis on governance and partnership approaches and trends.

 

Coordination & Influencing

  • Represent Oxfam externally in relevant UN/(I)NGO or government coordination fora; develop alliances with organisations and other relevant stakeholders working on governance, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms;
  • Support advocacy and campaigning on governance issues, and advise on relevant research so that influencing and policy work is based on sound programmatic evidence;
  • Provide feedback and support on governance approaches to be strengthened within the Lebanon Country Office Influencing Strategy;
  • Be the focal point to liaise with technical staff from other country programs in the region to identify opportunities for collaboration and joint learning.

  • Minimum 5 years professional work experience in international humanitarian/development work, including in the MENA region;
  • Demonstrated experience in managing and engaging partnerships with a local and international organization, the private sector and/or local authorities;
  • Demonstrated technical expertise and experience in partner management;
  • Experience in representation and networking, in particular with national and local authorities, humanitarian and development actors and donors;
  • Proven analytical and strategic planning skills;
  • High-level communications and people skills;
  • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the organization at high level forums;
  • Professional fluency in written and spoken English and Arabic

 

Desirable

  • Technical Expertise and experience in social entrepreneurship initiative and the private sector.
  • Understanding of advocacy and campaigning work
