TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to Beirut, the Bekaa and North Lebanon areas, including protection & governance; cash assistance and economic development/livelihood; WASH/water governance with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalized women and men of all nationalities and statuses are able to have safe access to WASH, attain their rights to life, security, protection and basic assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: The Food and Economic Security Advisor provides timely and high-quality technical support to Oxfam and partner teams in Lebanon on all matters related to cash assistance and livelihood. S/he promotes programme learning and continuous improvement of programme quality and effectiveness, strengthened accountability, and supports the production of evidence from programmes underpinning effective advocacy and campaigns.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Technical Advice and Support

  • Provide specialist advice to support the implementation of Oxfam’s humanitarian program (in Beirut Bekaa and in north Lebanon) on basic assistance, food security and livelihoods. This includes providing technical advice on coherence, standardizing approaches, good partnerships, and programme quality.
  • Support the teams and partners’ risk analysis related to programme activities before and during implementation and advise on amending activities and approaches where necessary.
  • Support the programme team in donor reporting, and technical review specifically on Cash activities and adopted approaches.
  • Ensure all Food and Economic Security programmes adopt a safe programming approach and promote gender justice.
  • Support in identifying capacity building needs and opportunities for Oxfam staff and local partner organizations, and lead on training partners and staff.

Research, Monitoring, Evaluation, Accountability and Learning

  • Support the humanitarian team and partners (in Bekaa, North Lebanon & Beirut) in developing and applying appropriate monitoring, evaluation, accountability, and learning (MEAL) tools in relation to Oxfam’s humanitarian work in Lebanon.
  • Support the development and implementation of national programme evaluations, learning events and specific programme-related research activities.
  • Lead on market research elements, market and prices monitoring, and brief the country programme accordingly.
  • Produce regular reports on market trends and programme analysis on Food and Economic Security.

Programme Design and Strategy

  • Support the Humanitarian Programme Coordinator on humanitarian programme design and proposal development for Food and Economic Security programming.
  • Lead the development of a comprehensive action plan for the Food and Economic Security Programme that ensures the alignment of humanitarian and development programming, working towards a transition into longer-term programmes with a strong partnership approach that include the following elements a) meeting humanitarian needs; b) building resilience; and c) pathways to economic development.  
  • Support the identification of new partners for Oxfam in Lebanon.
  • Participate in country programme planning, strategy development and reviews.

 

Coordination & Influencing

  • Represent Oxfam externally, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms and supporting field staff in field-level coordination, with focus on the Basic Assistance and Food Security and Agriculture Sectors.
  • Lead on or join field visits by donors, Oxfam staff and other visitors.

  • Experience working in Lebanon
  • At least 5 years of involvement in Cash and/or Food Security programming and/or in providing technical advice to Cash Assistance or Food Security programmes.
  • Proven experience in carrying out analyses and providing strategic advice to programme staff and/or partner teams.
  • Strong conceptual and practical understanding of Cash Assistance and/or Food Security programmes standards, key sectoral issues, and processes.
  • Ability to represent Oxfam in country in sector meetings and with other NGOs/INGOs, donors, and local authorities.
  • Excellent written and verbal communication, including ability to fluently articulate key issues verbally and in writing (Arabic and English)
  • Commitment to gender equity, diversity, and equal opportunities.
  • Experience in capacity building of staff and partners, and the professional development of staff.
  • Ability to travel to project areas in Beirut, North Lebanon and the Bekaa

 

Desirable

  • Experience and understanding of community-based approaches at the field level, including the constraints, sensitivities and risks associated with such work.
  • Experience working with partners.
  • Understanding of advocacy and campaigning work.
  • IPC analysis certification or participation/understanding of IPC processes.
  • Conflict analysis skills.
