  1. Role and responsibilities

The Shelter and WASH Coordinator is responsible for implementing the delegated Shelter and Wash project portfolio within South area and managing the day-to-day activities of Shelter and WASH related field staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Shelter and WASH Project Manager.

Generic responsibilities

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to the Shelter and WASH strategy development, project proposals and provide input on needs and gaps
  3. Manage and implement delegated portfolio of the Shelter and WASH projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Provide regular reports to the Project Manager on project implementation
  5. Oversee the provision of Shelter/WASH services to NRC beneficiaries in the relevant area according to programme strategy, project proposals and budgets
  6. Supervise the Shelter and WASH team, ensure their capacity building and transfer key skills
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Liaise and collaborate with relevant local authorities and key external stakeholders
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

Specific responsibilities

  • Coordinate the Shelter and WASH activities between the shelter, hygiene promotion, and water and sanitation team through movement plan, work plan, meetings and field work.
  • Develop and improve procedures for the implementation of the Shelter WASH programme in accordance with NRC principles (drafting MoUs, SoPs and ToRs).
  • Design adapted Shelter and WASH solutions for the different areas of and types of intervention, taking into account the National Shelter and WASH strategy standards, Lebanese standards, special and protection needs.
  • Participate in new project preparation and methodologies, through budget, log frame drafting and available Shelter and WASH national and international assessments
  • Manage the performance of relevant Shelter and WASH staff, set objectives, monitor work plans, and provide constructive feedback on a regular basis.
  • Ensure proper documentation and filing of Shelter and Wash related documents and ensure that the Shelter database is updated with all shelter activities info and data
  • Ensure that the Shelter and WASH activities (Covid19 response, CFR, Occupancy Free of Charge, Minor repairs, Totally destroyed buildings, School rehabilitation, community support project, Essential household items etc…) defined in the Shelter team’s work plan are taking place on due time and according to NRC standards and programme guidelines
  • Ensure that mapping of areas, shortlisting of neighbourhoods and properties, and beneficiaries identification and selection for Shelter and WASH are consistent with programme guidelines

Contribute to protection needs and trends identification and ensure adequate response in line with National Shelter and WASH Strategies

Critical interfaces

  • M&E: Prepare and implement the Shelter and WASH project M&E plan in coordination with the M&E department to ensure the Shelter and WASH project meets its objectives and expected quality.
  • Security and Logistics: Coordinate with Logistics and Security department on the access of new areas of intervention and security incidents faced by the Shelter and  WASH team
  • Ensure working links and specific liaison with protection coordinators, accountability team and support teams
  • Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and national/ local organizations

  • Bachelor degree in Civil Engineering or any other related field
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
