Background

Following the strategic review of the Lebanon Crisis Response Plan (LCRP) in 2021, the LCRP Steering Committee proposed to facilitate the election of NGO co-coordinating agencies across the ten sectors including the GBV and CP sub-sectors working under the response plan to enhance localisation efforts.

NGO co-coordinating agencies work alongside Government of Lebanon sector lead ministries and coordinating UN agencies to support the overall coordination of the sector in order to respond effectively to the needs of vulnerable populations. They also ensure coordination with other sectors, as part of the inter-sector and across relevant response frameworks in Lebanon. NGO sector co-coordinating agency responsibilities are similar to those of the lead agency as outlined below, informed by current good practice on co-coordinators collated both at the global level and in Lebanon, including under the LCRP.

Job Purpose

The Protection Sector has the objective to define the policy and standards of Protection Interventions including the coordination of the implementation of activities under the sector among all actors: national and international non-governmental organizations, relevant government bodies, and UN agencies. This is to ensure that assistance is provided in a harmonized way, using resources in the most efficient and impactful manner. The Protection Sector also includes two sub-sectors, one on child protection and one focusing on the prevention, risk mitigation and response to gender-based violence. Each sub-sectors will be supported by a specific NGO Co-Coordinator.

The NGO sector co-coordinator has an overarching duty to all partners within the sector, to act as a representative of the sector as a whole, rather than solely as a representative of their organisation. The co-coordinating agency works in close coordination with the Government lead ministry and UN coordinating agency to agree on specific tasks and the division of labour.

The Protection Sector Co-Coordinator will dedicate 70% of their time to protection sector specific responsibilities, and the remainder to supporting NRC Lebanon.

What you will do

- Development and implementation of strategy in collaboration with the Government lead ministry and coordinating UN agency.

- Support effective protection mainstreaming, participatory approaches and contingency planning across sectors and frameworks where relevant.

- Enhance the sector’s protection analysis and support lessons learnt and best practices across partners, as well as promote harmonized sector-specific approaches to implementation where necessary, then advocate for protection solutions to identified protection risks as identified and agreed upon by working group members. 

- Support NRC’s Protection mainstreaming framework through the roll-out of the Safe and Inclusive Programming Minimum Standards.

- Support the development of a protection strategy and protection response services in NRC Lebanon in line with the priorities set by the Country Management Group (CMG).

- Ensure that key priorities and challenges for partner are highlighted and reflected in PWG and PCG agendas.

- Collaborate with sector members, relevant regional PWGs and at inter-sector level on the development of the overall sector strategy and ensure the strategy complements government policies and plans and collaborate in the development and implementation of the Sector Annual Workplan

- Promote the use of participatory and community-based approaches in the planning and implementation of sectoral interventions, as a key value-add of an NGO sector co-coordinating agency. 

- Facilitation and representation in Protection Working Group (PWG) and Core Group meetings at national level, inter Agency coordination fora and in external stakeholder engagement in an inclusive and transparent manner, respecting mandates and programme priorities of all members, to achieve LCRP objectives. 

- Support NRC's regional initiative to strengthen ICLA's legal response to complex child marriage cases through protection risk assessments.

Professional competencies, skills and qualifications

- Bachelor or Master’s degree (in social work, psychology, or social or political sciences, etc.)

- Minimum 5 years in protection sector in humanitarian or development sectors

- Previous experience and technical competence in cluster and/or sector coordination is highly desired

- Ability to contribute actively and meaningfully to complex analysis, strategy and planning

- Understanding of international humanitarian response and coordination mechanisms, humanitarian program cycle (HPC), Central Emergency Response Fund (CERF), Country Based Pool Fund (CBPF) and Appeal processes

- Fluency in Arabic and English, both written and verbal

Context-related skills, knowledge and experience:

- Expertise in the implementation of protection interventions. This includes but is not limited to multi-sectoral interventions with the ability to support the revision of the technical guidelines of the Protection sector.

- Strong understanding of the protection environment and local context, coupled with extensive experience in providing protection services to marginalized groups and individuals exposed to violence.

- Demonstrated interest in humanitarian work and supporting people affected by conflict.

- Expertise in gathering and/or using existing multisectoral data to analyse aspects of the local context relevant to protection risks.
