1.      Role and responsibilities
The following is a brief description of the role.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

Implement NRC’s financial systems and procedures at national level and oversee their implementation at field level
Ensure adherence to Financial Handbook, other NRC policies and donor requirements
Ensure that the accounting, monitoring and reporting are according to procedures
Supervise, train and develop financial team
Support project staff in financial matters

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

Ensure that cash and bank books records are updated on daily basis, ensuring that all coding is in line with donor and country coding structure.
Ensure that monthly cash forecasts from all field offices are sent on a timely basis.
Receive and review financial vouchers from the field offices and ensure that the supporting documents meet NRC and donor financial and procurement rules and regulations.
Performing Weekly Cash counts with cash holder as well as verifying and posting the cash transactions to the system.
Ensure preparation of Project Summary Sheet (PS) & Balance Reconciliation Sheet (BRS) within the stipulated period.
Following up balance accounts.
Prepare consolidated allocation tables (Staff, Vehicles, Rent)
Focal point between the finance manager and field finance officers
Focal point for Agresso between HO, CO and FO.
Participate in tender openings with Logistic team
Train and development of finance teams in all offices and program staff on budgeting, reporting and donor regulations. Take the lead in identifying changes to donor regulations and provide guidance and organize trainings
Organise compliance checks in all field offices and ensure policies and procedures are followed and corrective action is taken as necessary
Support the external auditor to ensure timely audit report statements.
Follow up with fields on executing audit recommendations 

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
•             Coordinate with PMs, AMs, PCs and field FOs.
•             Coordinate with support departments.
•             Coordinate with Agresso team in HO.
•             Coordinate with Auditors.
2.      Competencies

•             Min. 3-5 years relevant experience in a similar position /management and coordination of staff/ good project management skills
•             Previous experience from working in complex and volatile contexts
•             Familiar with grants proposal writing and reporting
•             Previous experience from working in complex and volatile contexts
•             Documented results related to the position’s responsibilities
•             Knowledge about own leadership skills/profile
•             Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
•             Knowledge of the context in Lebanon
•             Experience with start-up, exit or similar
