The Nawaya Network is an NGO based in Beirut, Lebanon that develops the income-generating opportunities of youth through entrepreneurship, employability, and economic development programs.

We are seeking a Part - Time Monitoring and Evaluation Officer (MEO) to fulfill the below tasks and responsibilities:

 

M&E Tools Development & Data Management

  • Supports the MEAL unit in building and maintaining M&E tools via various data management systems.
  • M&E tools include, but are not limited to: baseline/endline surveys, interview questionnaires, focus group discussion questions, attendance sheets, etc. Data management systems include, but are not limited to: Excel sheets, RIMS Referrals tracking, and/or tahaki pro software.
  • Supports the English to Arabic and Arabic to English translation of M&E tools.
  • Collects data from beneficiaries (in-person, via phone, via online forms) while ensuring high quality data collection and data entry are implemented according to timelines and procedures in the M&E plan ; mostly the 6 months post incubation for the GIL Program i.e. Alumni Survey
  • Conducts a thorough and rigorous first level review and validation of all responses to ensure they were received correctly and completely before recording the data and follows up with beneficiaries for corrections as needed.
  • Checks his/her data entry work directly after completion to ensure accuracy of data.
  • Monitors the data pipeline and coordinates with various programmatic units to ensure high quality data collection and data entry are implemented according to timelines and procedures in the M&E plan
  • Conducts ongoing and effective data review while alerting the supervisor of the need to clean, correct, and update data and explaining how these changes may affect previous reporting, analyses, and other M&E-related content shared internally or externally. This includes but is not limited to: identifying duplicated, erroneous, or outdated data and making necessary changes to the data within various data management systems.
  • Maintains close communication with the supervisor to report performance issues or challenges with the implementation of the M&E system, and explain any delays, missing data, discrepancies, etc well in advance of deadlines, while providing recommended solutions to ensure the system is adapted appropriately to changing programmatic needs/requirements.

Learning, Accountability, and Capacity Building

  • Ensures programme staff clearly understand their M&E roles, responsibilities, and reporting timelines; and provides continuous support to establish and maintain their understanding in this regard.
  • Builds programme staff capacity through training and technical support on the M&E tools and/or data management systems based on the guidance and protocols prescribed by the supervisor.
  • Performs periodic quality control checks (remotely/online and in the field) to validate data collection/data entry processes of programme staff, ensure quality standards are being met, and acquire knowledge to ensure continuous improvement of the M&E system.
  • Provides recommended solutions to the supervisor for revising and optimizing the M&E tools and data management systems to improve reporting as well as programmatic learning and decision making.

Reporting and Communication

  • Conducts the final review/validation of data within data management systems in advance of reporting deadlines to ensure accuracy, alerts the supervisor of issues, and implements corrective actions to ensure error-free reporting
  • Ensures that data for all logframe indicators is extracted from data management systems and imported to reporting platforms in a timely and accurate manner, and alerts the supervisor of issues while making corrective actions when needed in real time.

Other

  • Supports Nawaya colleagues with M&E-related tasks as needed.

 

Education:

University degree in a quantitative discipline required, preferably in a related field (development, social and behavioural sciences, public policy/administration, business management, statistics).

Experience:

  • Experience in or specialized knowledge of the NGO sector in Lebanon is preferred.
  • Experience in or specialized knowledge of entrepreneurship & employment in Lebanon is preferred.

Skills:

  • Strong knowledge of programme implementation cycle, M&E techniques and best practices.
  • English: Intermediate (higher than beginner/good) written and spoken fluency is preferred
  • Arabic: Advanced written and spoken fluency is required
  • French fluency is a plus for coordination with French-speaking internal and external stakeholders
  • Excel and Google spreadsheets: Intermediate proficiency is required
  • Google Drive: Intermediate proficiency is required
  • Data management softwares (Tahaki pro, Kobo, Activity Info, etc): Basic proficiency is required
  • Strong critical thinking and analytical skills
  • Intermediate proficiency in math or statistical analysis is required
  • Strong communication skills and emotional intelligence, including the ability to communicate technical information to both technical and non-technical colleagues, and to maintain respectful and productive working relations with internal and external stakeholders.
  • Strong detail-orientation skills demonstrated by the ability to complete each task as flawlessly as possible before moving to the next task.
  • Strong organizational management skills demonstrated by the ability to stay focused on different/competing tasks, while using one's time, energy, and resources effectively and efficiently in order to achieve the desired outcome.
  • Strong moderation, facilitation, and training skills.
  • Strong intellectual and scientific curiosity.
