Context

 

The Middle East is currently experiencing a profound crisis. The conflicts in Syria and Iraq are both a reflection and a transmitter of this crisis, with growing potential to further destabilise neighbouring countries and the wider region. These crises have resulted in a humanitarian disaster affecting more than 13.5 million people who were forced to flee their homes from Syria, and more than 17 million people in need of humanitarian aid (12.2 in Syria and 5.2 in Iraq).

Lebanon is now home to the largest number of Syrian refugees per capita relative to its total population, putting a severe strain on the country’s fragile infrastructures, economy, and security. The population of Lebanon was estimated at about 4.8 million (including almost half a million Palestinian refugees[1]) in 2013. Even though Lebanon has not signed the 1951 Refugee Convention, up to date it has taken in about a fourth of its own population. According to UNHCR, in September 2016 about 1,017,433 persons from Syria were registered as refugees in Lebanon.[2] In the Lebanon Crisis Response Plan 2017- 2020 (2018 update) (LCRP), the total number of people living in Lebanon is estimated at 5.9 million, with 3.3 million people in need. Among the Syrian refugee population in Lebanon, which today comprises over 1.5 million people.[3]

 

Background information on Qudra Specific Objective 3

’Qudra – Resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises’ is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the  Madad‘ Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ), seeking to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises.  The programme launched in June 2016, is being jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF) and Spanish Agency for International Development (AECID) in programme partner countries of Jordan, Lebanon, Turkey and North Iraq.

 

In Lebanon, MoSA and Expertise France ensure the consistency and the implementation of the Specific Objective 3 of Qudra. The project seeks to improve social stability between communities in Lebanon through a comprehensive and local approach of protection for children and adults. To do so, activities will revolve around four pillars: (i) support to the Ministry of Social Affairs (MoSA), (ii) focus on child protection activities, (iii) protection activities and (iv) dissemination of information. Expertise France will work within the framework of the National Plan of MoSA for CP and GBV

The programme will be implemented in SDCs of MoSA. Expertise France and MoSA had selected 4 local NGOS: Abaad, Afel, Akkarouna and Mouvement Social as implementing partners to implement activities related to child protection and protection. These NGOs will hire the necessary staff and implement the activities following a precise programme.

 

 

 

 

 

 

 

 

Description of the Tasks under the Technical supervision of the Project Manager and the Administrative guidance of the SDCS director

 

The candidate will be contracted by Mouvement Social

 

Mouvement Social (MS) has been working since 1961 towards sustainable development over all the Lebanese soil in a secular and nondiscriminatory approach. It aims to build a fair and humane society, to improve the citizenship and autonomy of the underprivileged through socio-economic development projects and to implicate Lebanese youths in the development and improvement of their society. Mouvement Social works to build social support networks as well as empower individuals to engage in the wider community. MS does not simply intervene on behalf of its beneficiaries to improve their access to their rights; it mainly works to increase societal awareness of social issues and lobbies decision makers (lawmakers) to promote policies that take into consideration the basic rights and needs of the underprivileged.  Programs tackles alphabetization and education; youth socioeconomic empowerment; prevention and protection for children, youth and women; as well as support of local develop and citizenship with municipalities. MS action is implemented through 12 centers (Halba, Tripoli, Zahleh, Kfar Zabad, Bourj Hammoud, Sin El Fil, Jnah, Ghobeiry, Nabatiyeh, Saïda, Roumieh prison, Barbar El Khazen prison), working directly with the local communities and local authorities in coordination with the headquarters in Badaro.

 

 

Through SDCs and Mobile Units when needed

 

Team management

  • Guarantee that all codes of ethics of staff members are being met
  • Guarantee that all ToRs are integrated, and ensure that all relevant tasks are being applied
  • Guarantee a high efficiency of provision of services through a dedicated team work, and ensure that all team members are recognized and empowered, and that time and resource management are prioritized
  • Provide technical support to case management team
  • Facilitate or assist the referral to specialized services
  • Ensure continuity of case management services after the project
  • Guarantee that all team members are provided with self-care and staff-care techniques
  • Apply the pair work system under the guidelines of the Project manager and the SDC director when applicable

Coaching and supervision

  • Ensure that all new cases are equally divided among team members and monitored
  • Ensure that all data-entry/reporting relevant to confidential information is protected and updated on a daily basis
  • Guarantee the proposal use of National Case management SOP’s tools
  • Guarantee that all internal procedures as well as all tentative National SOP’s relevant to CP and/or GBV Case Management are implemented and followed
  • Guarantee that all new procedures and/or amendments, whether internal or external are taken into consideration and that all team members are relevantly informed and/or trained     
  • Guarantee that all designed forms and formats are used and duly filled by relevant team members
  • Ensure SMART objectives for all relevant team members in relevance to their ToRs
  • In-house meetings
  • Organize and conduct weekly meetings for an overall monitoring of ongoing cases
  • Specify daily time-frames to be consulted by the team when needed
  • Participate in a monthly coordination meeting with the Senior Educator to tackle referrals and mutual activities
  • Participate in a monthly coordination meeting with the Project Manager for overall assessment of activities and timeframes, and to respond effectively to any program technical need and support

External meetings and Capacity Building

  • Take an active role in all relevant Working Group designed by national or international partners and Case Management conference and ensure the dissemination of relevant MoM
  • Participate in all capacity-building trainings relevant to the SCM ToRs and ensure that proper feedback is provided internally and externally

 

Requested Profile

 

  • Master degree in Social Work or Psychology, or any relevant university qualifications.
  • At least 4 years of experience 
  • Previous work in SDCs or MoSA is a plus
  • Excellent knowledge of Lebanese Institutions and policies, especially of the Ministry of Social Affairs, the Ministry of Justice, and the Ministry of Education and Higher Education
  • Excellent knowledge of CP and GBV National SOP’s
  • Excellent knowledge of CP and GBV Minimum Standards
  • Excellent skills in team management, time management and organizational competencies
  • Excellent knowledge of the Lebanese context and of the relationship between host and refugee communities
  • Excellent knowledge of national and international NGO’s, as well as CP and GBV working groups, task forces and other relevant committees
  • Excellent knowledge of all Microsoft Office tools, as well as data management
  • Good knowledge of international donors
  • Good writing skills
