Project title: Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon
Position: Project Monitoring and Reporting Officer

1. Background
MAP works for the health and dignity of Palestinians living under occupation and as refugees. In response to the current humanitarian refugee crisis in Lebanon, MAP is currently recruiting a Monitoring and Reporting officer to assist in project monitoring and reporting in the frame of “Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon” implemented in collaboration with UNRWA and five local NGOs.

The project aims to mitigate the impact of war and displacement and contribute to strengthening resilience, healthy development and positive coping mechanisms among Palestinian refugee women and children from Syria, their families and the host Palestinian community. The project integrates a Gender Based Violence prevention and response component.

2. Objective of the position:
To assist MAP’s MHPSS Project Coordinator with project monitoring and reporting tasks, in line with MAP and donor’s standards, guidelines and reporting requirements

3. Key tasks and responsibilities:
The Monitoring and Reporting Officer will work under the supervision of MAP’s MHPSS Project Coordinator, to whom he/she will report. The key tasks and responsibilities are:
• Assist partners with developing/maintaining effective project monitoring mechanisms and tools.
• Conduct regular monitoring visits to the project locations, mainly at UNRWA schools and Primary Health Centers.
• Monitors the implementation of the project’s activities and provide technical support to partners as required.
• Assist Project Coordinator with the preparation of monthly and quarterly narrative project reports, internal and to the donor, through providing feedback and input related to the field monitoring visits.
• Assist Project Coordinator in facilitating communication, coordination and networking among all project partners, UNRWA focal persons, and with other relevant stakeholders.
• Support MAP’s Project Coordinator and Director of Programmes with strengthening the monitoring and evaluation plans and activities to capture quantitative and qualitative key performance indicators.
• Support other tasks within MAP’s “Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon” project and wider emergency response program as needed.

4. Person specifications
• A Bachelor’s Degree and at least two years’ experience in Monitoring and Evaluation roles, preferably in the area of Child Protection, MHPSS, and/or GBV prevention and response
• Strong work ethics and commitment to MAP’s goals and values
• Demonstrable experience of partnership work and/or support to local NGOs, preferably in the Palestinian camps in Lebanon
• Excellent communication and problem-solving skills
• Excellent analyzing and reporting skills
• Goal-oriented; attention to detail with strong follow up
• Team oriented with strong team building skills, but with ability to work also efficiently with limited supervision.
• Flexible and responsive to program challenges, with willingness to take on additional tasks if needed
• Proficiency in Arabic and ability to write reports in English
• Work independently in procuring his/her own transport means
• Previous experience of emergency response projects is an asset

5. Location, time-frame, and other arrangements:
The Project Monitoring and Reporting Officer is a consultancy-based position, over 4 months (i.e. until December 2018 with possible extension till end of April 2019). A visit schedule to the project locations in the Palestinian camps in Lebanon is prepared by MAP and shared with the Monitoring and Reporting Officer who will have to commit to conducting the visits on the specified dates/times (on average 8 days per month). The visits will focus primarily on UNRWA schools and Primary Health Centers. A visit report should be prepared by the Monitoring and Reporting Officer following each visit, shared and discussed with MAP.

End date: December 2018 with possible extension till April 2019
