Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians living under occupation and as refugees. MAP is the leading UK charity delivering health and medical care to those worst affected by conflict, occupation and displacement, in the occupied Palestinian territory and Palestinian refugee camps of Lebanon.

Jon Purpose: The purpose of the post is to assist the Programme Manager in projects formulation, monitoring and reporting of projects, and capacity building activities conducted by MAP and partners.

Location: Beirut with frequent visits to all Palestinian refugee camps in Lebanon

Reports to: Lebanon Programme Manager

1. Duties and key responsibilities

N.B: All duties and responsibilities part of this role should be conducted as assigned by and in agreement with the line manager.

  1. Project formulation
  • Assist in needs assessments conducted by the Lebanon team.
  • Assist in verifying information provided by the partner in concept notes submitted to MAP.
  • Assist in developing new project concept notes and related annexes.
  • Assist in preparing the documentation required for grant approval and disbursement of funds
  1. Monitoring and Reporting
  • Conduct regular field monitoring visits to the MAP-supported projects in the Palestinian refugee camps and gatherings. Prepare relevant reports documenting key observations.
  • Contribute to ensuring the timely submission, accuracy, and completeness of quarterly narrative reports of MAP implementing partners and provide on-going training for partners on reporting.
  • Assist the Programme Manager in preparing monthly and/or quarterly narrative reports for internal or doner reporting.
  • Collect and archive the needed supporting documents for each report.
  • Assist in developing monitoring and evaluation tools for projects and training partners on using them.
  • Assist the Programme Manager in following up the implementation of the projects’ activities and workplans.
  • Through monitoring activities and field visits, contribute to identifying bottlenecks, challenges, potential risks, and areas of further support.
  • Contribute to taking photographs and conducting interviews/case studies, consultations, focus group discussion with beneficiaries and community members as assigned by the Programme Manager to support project’s monitoring and fundraising purposes. Ensure that consent forms are duly filled.
  1. Capacity building
  • Contribute to the identification of partners’ capacity development needs
  • Assist in facilitating and monitoring capacity building activities conducted by external consultants
  • Assist in documentation of capacity building activities for partners
  • Assist in delivering trainings for partners including trainings on safeguarding and other MAP policies.
  1.  Operational Support and other duties
  • Assist in preparing logistics, itineraries, and facilitating visits by MAP’s staff, trustees, patrons, missions, consultants, and donors.
  • Attend interagency coordination meetings and forums as agreed with Lebanon’s Director and Programme Manager.
  • Work closely with the Programme Manager and carry out other duties as requested by Lebanon Director and the Programme Manager within the scope of this position.

PERSON SPECIFICATION

Experience

  • A good first degree in health, management, international development, or any other related field.
  • At least 2 years’ work experience in development and humanitarian aid.
  • Project cycle management knowledge and experience
  • INGO/NGO experience
  • Good experience in monitoring and reporting
  • Experience in health, MHPSS, child protection, GBV related projects is desirable.
  • Previous experience of emergency response projects is an asset.
  • Demonstrable experience of partnership work and/or support to local NGOs, preferably in the Palestinian camps in Lebanon.

Skills and abilities

 

  • Excellent interpersonal, communication, networking, organization, and listening skills.
  • Demonstrated ability in building and maintaining collaborative relationships.
  • Goal-oriented; attention to detail with strong follow up
  • Excellent written and verbal communication skills in both Arabic and English.
  • Able to prioritise work, work under pressure, and meet deadline.
  • Good IT skills; competent in using Word, Excel, power point and other Microsoft applications.
  • Self-motivated, organized, and able to work alone or as part of a team.
  • Valid Driving license and prepared and able to travel frequently to the various Palestinian camps in Lebanon.
  • Can arrange his/her own transport means
  • Flexible and responsive to program challenges, with willingness to take on additional tasks if needed

Personal attributes and other requirements      

  • Strong work ethics and commitment to MAP’s goals and values
  • Able to work flexibly in emergencies and to meet deadlines which might entail working on some evenings and weekends.
  • Ability to easily access and move within the Palestinian refugee camps across Lebanon to visit and support partner organizations.
  • Demonstrate an understanding of the health development context in Lebanon and have understanding of the circumstances of the Palestinian refugee population within that context.
