Call for Tenders: Monitoring and Evaluation (M&E) Consultant
The objective of this assignment is to select a professional M&E Consultant in the frame of the “Youth Policy- Civic Participation” project that is being implemented in partnership with UNICEF during the period of October 4th, 2019 – October 3rd, 2020. This project with UNICEF is two-fold as follows:
Project 1:
“Rolling out the Student Councils in Public Schools” project: it is implemented in partnership with the Ministry of Education and Higher Education (MEHE). After 3 years of piloting, the student councils will be rolled out nationally by MEHE, starting with 100 public schools during the scholastic year 2019 – 2020. The project aims at promoting the practices of democracy and students’ meaningful participation in the school community through the elections of student councils, the planning, and implementation of student-led projects that result in the betterment of the school community and its surrounding environment.
Project 2:
“Youth Citizens of Today” project: it is implemented with youth-led initiatives/ local organizations in 20 areas across Lebanon. It aims at: a) empowering young people with various skills, concepts, and tools, enabling them to identify their needs and priorities; b) plan and implement developmental projects; c) network with their peers and relevant stakeholders; d) build a structured dialogue with local authorities and other decision-makers over youth issues and influence the latter’s strategies to become more youth-focused; e) enhance youth active engagement in the civic life.
THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS:
- Review existing M&E tools and templates that are currently in use;
- Design a simple and practical M&E plan for the project in line with project requirements by UNICEF;
- Develop additional tools that help assess work progress in both projects;
- Develop indicators and baseline figures to measure the achievement of projects’ goals and objectives;
- For the “Student Councils” project: write an evaluation report by the end of the current scholastic year. The report should be based on evaluation forms, and should include analysis and recommendations for the roll out in the upcoming scholastic years;
- For the “Youth Citizens of Today” project: conduct quarterly assessment through revision of related project documents (e.g. evaluation questionnaires from training workshops addressing youth, youth-led initiatives’ coordination meetings, youth advocacy projects, and structured dialogue between youth and decision-makers), report challenges, weaknesses, and recommendations for work improvement;
- Conduct an orientation session for Masar project team on the overall M&E plan.
DURATION OF THE SERVICE:
25 working days throughout the project implementation period: January- September 2020.
