MSI Third Party Monitoring Data Collection RFP

Management Systems International (MSI), in partnership with prime contractor EnCompass, implements the United States Agency for International Development’s (USAID’s) Monitoring and Evaluation Program for Lebanon (MEPL). MEPL supplements the monitoring, evaluation, and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in the country.

MSI seeks proposals from firms to provide third-party monitoring data collection and analysis services in Lebanon under MEPL. The selected firm will conduct third-party monitoring (TPM) for humanitarian and development assistance provided by USAID-funded organizations at sites located in Lebanon.

The scale of monitoring activity will coincide with USAID’s continuing investment in Lebanon. It is currently anticipated that the firm will be conducting up to 20 site visits per month. However, during the start-up of the initiative, the number of site visits will likely be fewer, and the number of monthly site visits may increase over time above that expected ceiling.

Site visits may involve monitoring activities and interventions across a broad range of sectors and may include direct observation of interventions such as cash transfers, provision of food and other supplies, trainings, workshops, and public events. All monitors must also be capable of conducting semi-structured interviews with key informants and must be appropriately trained in collecting data from vulnerable populations.
