Responsibilities and Duties

  • Lead the adaptation and/or development of specific assessment, monitoring, evaluation and learning tools for consistent and quality data collection as well as project monitoring.
  • Work with LRC staff to ensure the PMEAL and CEA minimum set of standards are achieved as part of programs, including planning and design, to develop clear program logic and robust MEAL plans.
  • Support on proposals development with formulation of Theory of Change, Logframe, indicators and to ensure that quality PMEAL and CEA are included.
  • Support in the design and implementation of reviews, evaluation and learning events, working with consultants to co-lead or lead selected reviews, evaluations and learning events including quality assurance as required.
  • Train staff and relevant stakeholders as necessary on project/program design, monitoring and evaluation, tools development, as well as community engagement and accountability.
  • Support in the development of LRC Plans of Actions, setting indications and targets to advance LRC’s strategy.
  • Support the PMEAL-CEA coordinator in producing case studies and learning documents.

 

Technical skills

  • Excellent communication skills in written and orally (English and Arabic).
  • Excellent experience in PMEAL-CEA (including project monitoring and tools development)
  • Proven experience in data analysis.
  • Proven experience in designing training material.
  • Proven experience in documenting learning experiences and incorporating them in project cycle management.
  • Strong and proven experience in project design and proposal writing.
  • Excellent reporting skills.
  • Strong experience in coordination internally, with donors, and other stakeholders.
  • Good knowledge of project cycle management.
  • A substantive experience in integrated programming.

Soft skills and other experiences

  • Strong problem-solving and analytical skills.
  • Being able to work autonomously with minimal input.
  • Excellent coordination, monitoring, and organizational skills.
  • Creative mindset
  • Experience in training, mentoring and capacity building.
  • Knowledge about Red Cross Red Crescent Movement as well as LRC structure and operations is a plus
