Tasks and Responsibilities

Project Management

  • Translate “Health Information Management System” MSS programs objectives into operational objectives, policies, and procedures.
  • Analyze proposals with IT Manager to assess project feasibility and requirements.
  • Identify, evaluate, and select providers and consultants to meet project’s objectives and requirements in coordination with IT Manager
  • Prepare and manage annual budgets for HIS projects in coordination with IT Manager.
  • Manage and oversee project implementation and ensure adherence to scope, schedule, and terms.
  • Assign duties, responsibilities, and authority to project personnel.
  • Oversee and coordinate implementation and pilot phase including testing software, assessing users’ current and future needs, initiating, reviewing, and approving software improvements.
  • Monitor and track project milestones and deliverables by ensuring adherence to quality standards (e.g., usage rate and quality).
  • Conduct field visits to ensure proper implementation, training, auditing, and take relevant preventive and corrective measures.
  • Perform risk assessments in collaboration with the IT Manager to develop response strategies.
  • Monitor the performance of project team members, providing and documenting performance feedback.
  • Identify need for initial or supplemental project resources.
  • Prepare project status reports by collecting, analyzing and summarizing information and trends.
  • Prepare and review operational reports or project progress reports.
  • Identify with the IT Manager remote and onsite interventions in coordination with service providers.

Software and database

  • Meet regularly with coordinators/managers and providers, to solicit cooperation and resolve problems.
  • Oversee daily operations by analyzing workflow, identifying priorities, developing standards, and setting deadlines.
  • Test programs, database, correct errors, and direct service providers to make necessary adjustments.
  • Approve, schedule, plan, ensure follow-up and supervise installation and testing.
  • Plan and coordinate with service providers the installation of database upgrades to enhance database performance.
  • Define users and users access levels for each segment of database.
  • Identify and evaluate industry trends in database systems to serve as a source of information and advice for upper management.
  • Support the coordinators/managers in the development and implementation of strategies to maintain normal operations during employees’ leaves.
  • Develop standards and guidelines for the acquisition of software.

Hardware, Networking and Security

  • Oversee the performance of computer systems and networks in coordination with IT manager to determine needed adjustments and changes.
  • Evaluate hardware and software maintenance agreements in coordination with IT Manager (hardware failure policy, preventive and corrective maintenance schedules, clauses, requirements, constraints, exclusions, costs, LRC and providers responsibilities, etc.) and propose recommendations.

Staffing, User support, training, and development

  • Train and supervise HIS staff, and participate in staffing decisions.
  • Design and conduct orientation programs for new employees and users.
  • Develop training materials and procedures, and train users in the proper use of software.
  • Answer user inquiries regarding computer software operations to resolve problems.
  • Consult with staff, users, and management to establish requirements for new systems or modifications.
  • Develop guidelines and tip sheets for new acquired software based on providers’ manual and guidelines.

Quality Management and Accreditation

  • Design and implement HIS processes, policies and procedures in line with best practices and MoPH accreditation standards in coordination with IT Manager.
  • Maintain accessible, accurate, up-to date, confidential and secure HIS Data in coordination with HIS Manager and IT Manager.

  • Experience in medical field activities
  • Experience in quality management and accreditation
  • Experience in data management and reporting

Industry Related Experience

  • Experience in medium to large hospitals.
  • Experience in similar volunteer-based organizations or humanitarian organizations
