The Accountability Consultant's role entails establishing reliable and functional methods to ensure accountability to affected populations (AAP) across the country's program. This involves training staff to enhance their capabilities and integrating accountability into every phase of implementation. Additionally, they will take the lead in guaranteeing AAP for all projects. The consultant will supervise the implementation of all LECORVAW’s services, tailoring it to suit Lebanon's context and ensuring it remains accessible, credible, and utilized.

 

Feedback and Complaints Mechanism:

• Formulate a well-defined written policy concerning AAP and the feedback system.

• Create a template for reporting complaints, outlining response protocols, and addressing any relevant matters.

• Conduct training sessions and refreshers for both Accountability and program personnel, ensuring they possess the necessary capacity and expertise to address field-level complaints effectively.

 

Accountability Capacity Building / Project

• Assisting with the execution of Accountability Activities

• Offering guidance and technical assistance to relevant staff, including MEAL and Program Personnel, on Accountability and Participation.

• Possibly visiting designated locations to oversee and organize project implementation.

• Developing tools and resources for raising awareness about Complaints and Feedback Mechanisms in program areas among both children and adults in the communities we serve.

• Creating a template/form for Learning reports.

 

Accountability Strategy and System

• Guarantee that accountability and participation are fundamental components integrated throughout the organization's MEAL approach.

• Supervise Complaints and Feedback Mechanisms, intervening when necessary to correct systems and offer suggestions to MEAL teams.

• Customize the necessary tools for implementing minimum requirements for accountability and participation to ensure consistent rollout across operational areas (e.g., informational posters, complaints database, child-friendly methodology guidance).

• Formulate plans for sharing information across programs, covering aspects such as selection, program action plans, expected staff behavior, and people's rights.

 

Program Implementation

  • Provide support to MEAL and Program teams on community and children participation

Staff Capacity Building

• Identify the training requirements and necessary capacity-building support within LECORVAW.

• Educate staff on developing plans and action points to handle, analyze, and present feedback data for action, ensuring the feedback loop is closed.

 

Education & Experience:

  • BA degree in an area of social development or equivalent.
  • Recommended a minimum of 3 years of management experience including working specifically on MEAL and/or accountability;
  • Previous experience in an Accountability related role is an advantage
  • Experience in child participation and/or community engagement is desirable
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Ability to present complex information in a succinct and compelling manner

Competencies:

Functional: 

  • Fluent in Arabic and English
  • Knowledge of NGO dynamics
  • Experience in facilitating the capacity building for staff
  • Experience in facilitating external evaluations and internal learning;

Behavioral:

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods
  • Analytic skills
  • Ability to work under pressure, independently, and with limited supervision;
