نظرة عامة:

تأسست منظمة سلسلة الأمل "La Chaîne de l’Espoir" (CDE) في عام 1994 كمنظمة غير حكومية دولية مقرها باريس، فرنسا. تهدف المنظمة إلى تعزيز أنظمة الرعاية الصحية وتوفير فرص متساوية للجميع، خاصة الأطفال، للبقاء على قيد الحياة والتنمية.

تعمل منظمة سلسلة الأمل حاليًا في سبع وعشرين (27) دولة حول العالم بنهج عالمي، بالتركيز بشكل رئيسي على الأطفال والأمهات والمجتمعات المهمشة. وتشمل أنشطتها بشكل موجز:

الوقاية والفحص منذ الصغر، خاصة من خلال برامج الصحة المدرسية.

الرعاية والجراحة لتلبية الاحتياجات الأكثر إلحاحًا للأطفال وأمهاتهم.

التدريب ونقل المهارات إلى الفرق المحلية (بناء القدرات) من خلال شبكتها الدولية من الخبراء في جميع مجالات الجراحة.

بناء وتجهيز المرافق الاستشفائية المتكيفة مع الاحتياجات المحلية.

أنشأت منظمة سلسلة الأمل  في لبنان شبكة قوية للإحالة بين جميع الجهات العاملة مع الأطفال، بما في ذلك الشركاء المدعومين من DG ECHO الذين ينفذون مشاريع صحية. وتُعرف المنظمة باعتبارها واحدة من القلائل التي تقدم الدعم لحالات الرعاية الصحية الثانوية/الثالثية للأطفال في لبنان. وفي السياق الأوسع للبنان، تعمل أنشطة منظمة سلسلة الأمل ليس فقط من أجل تلبية احتياجات الرعاية الصحية الفورية، ولكن أيضًا لتعزيز نظام الرعاية الصحية على المدى الطويل. غالبًا ما تتجاوز الاحتياجات قدرات منظمة سلسلة الأمل الفعلي..

يقوم فريق المشروع بالتحضير لحملات التوعية حول الكشف المبكر في المناطق التالية: عاليه، بعبدا، كسروان، المتن، طرابلس، بشري، عكار، وبعلبك، ويبحث عن أشخاص للعمل من أجل المساعدة في الاستقطاب.

دور المسؤول عن الاستقطاب كما يلي:

تحديد والقيام بأنشطة الاستقطاب من أجل الوصول إلى جميع أعضاء المجتمع وبالتحديد الشرائح الأكثر ضعفاً من أجل المشاركة في جلسات التوعية في المناطق المستهدفة والموجودة ضمن الأقضية: عالية – بعبدا – كسروان – المتن – طرابلس – عكار – بشري – بعلبك.

تحديد الجهات الناشطة في المنطقة مثل الجمعيات المحلية والسلطات المحلية والمؤثرين في المجتمع والمخاتير ورؤساء البلديات والتجمعات العشوائية للاجئين وما إلى ذلك في المنطقة المستهدفة.

المساعدة في تنفيذ خطة الاستقطاب في المناطق الأخرى التي تقع ضمن القضاء من أجل تنفيذ حملات التوعية المجتمعية.

حضور يوم واحد تدريبي وتحضيري كامل مع الشخص المسؤول في منظمة سلسلة الأمل )مساعد المشروع)  من أجل ضمان الفهم الجيد والواضح للدور والمسؤوليات والتعرف على سياسات ومدونة السلوك المتبعة ضمن منظمة سلسلة الأمل.

زيارة البلديات والمنظمات غير الحكومية والجهات المعنية الرئيسية في المنطقة للتعريف عن المشروع وشرح الأنشطة المنفذة والحصول على دعمهم للوصول لكافة شرائح المجتمع.

مشاركة أدوات التعريف عن المشروع مع الأشخاص المعنيين والمهتمين.

التعاون مع وكالات الخدمات الاجتماعية والمدارس والبلديات وأصحاب المصلحة في المجتمع لتيسير تنفيذ حملات التوعية بسلاسة.  

تسجيل المستفيدين المهتمين في حملات التوعية والحفاظ على سجلات دقيقة وحديثة لمعلومات المستفيدين اللازمة لحملة التوعية.

تقديم تقارير عن سير الأعمال يوميًا لمساعد المشروع.

المساهمة في تنفيذ حملة التوعية ودعم الاستعدادات اللوجستية للحدث مثل ملء جدول الحضور ومتابعة المستفيدين المسجلين.

الحفاظ على معايير أخلاقية عالية وتعزيز العلاقات الإيجابية مع المجتمع.

الإبلاغ عن أي ملاحظات أو شكاوى من الميدان إلى فريق منظمة سلسلة الأمل  بالإضافة إلى الإبلاغ الفوري عن أي سلوك غير ملائم للشخص المسؤول في سلسلة الأمل وفقًا لآلية الإحالة والشكاوى.

الملف الشخصي:

القدرة على القراءة والكتابة بالعربية (مطلوب)

خبرة في الاستقطاب والأنشطة المجتمعية (مطلوب)

خبرة سابقة في العمل الاجتماعي (يُفضل)

خبرة سابقة في العمل في منظمات غير حكومية (يُفضل).

المهارات والمتطلبات:

·         معرفة جيدة جدا بمناطق الاقضية التالية (عاليه، بعبدا، كسروان، المتن، طرابلس، بشري، عكار، وبعلبك) وسياقها (مطلوب) ]يجب على مقدم(ة) الطلب الاتيان بإفادة سكن في حال اختياره(ها) تفيد باثبات سكنه(ها) في إحدى الأقضية المحددة أعلاه[.

·         خبرة سابقة في إجراء أنشطة الاستقطاب والوصول إلى المجتمع: (يُفضل)

·         القدرة على ضمان سرية وخصوصية المعلومات الشخصية الحساسة: (مطلوب)

·         القدرة على التنقل (يدفع بدل استخدام سيارة أجرة أو سيارة شخصية): (مطلوب)

·         تطبيق ومشاركة القيم الإنسانية حول التسامح بين المجتمعات المختلفة في الممارسة اليومية خلال الاستقطاب: (مطلوب)

·         القدرة على التواصل بفعالية، سواء شفهياً أو كتابياً: (مطلوب)

·         معرفة جيدة في إدخال البيانات والإلمام بأدواتMicrosoft Office  و  Kobo (مطلوب)

Overview:

Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide everyone, especially children, equal chances and opportunities for survival and development.

CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:

Ø  Prevention and screening from an early age, particularly through school health programs.

Ø  Care and surgery to meet the most urgent needs of children and their mothers.

Ø  Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.

Ø  Construction and equipment of hospital facilities adapted to local needs.

In Lebanon, CDE has established a robust referral network among all actors working with children, including DG ECHO supported partners implementing health projects, and it is known as one of the few organizations capable of providing support for some pediatric secondary/tertiary healthcare cases. In the broader context of Lebanon, CDE’s actions are not only addressing immediate healthcare needs but also contribute to the long-term strengthening of the healthcare system. The needs often exceed CDE’s actual capacity.

The 2023 pilot project ended with 165 eligible patients on a waiting list, which built up in just 3 weeks. Despite the efforts of social workers to refer patients to other organizations, options are usually limited. CDE has also provided training and raised awareness about COD within its ongoing three-year project (supported by AFD). CDE learnt by experience and needs assessments that overall, there is a big demand for capacity building amongst health actors. This project has also allowed CDE to network with Community Based Organizations, trusted by their local communities and committed to bringing information and services to their local audiences. Working with such small organizations, even informal ones sometimes, (after a reasonable due diligence process) proves in CDE's experience the most successful modality for campaigns (awareness, detection, ...) in remote areas.

The projects team is preparing for awareness campaigns and early detection campaigns in the following districts: Aley, Baabda, Keserwan, Matn, Tripoli, Bcharri, Akkar and Baalbak.  and is looking for the support of a local outreach worker.

The Outreach Worker is responsible of the following:  

Ø   Identify and conduct community outreach activities to identify vulnerable population for the awareness sessions in the targeted region (XX).

Ø  Identify and Map active associations, local authorities, community influencers, mayors, Informal Tented Settlements (ITs)etc... in the outreach area.

Ø  Support in implementing the outreach plan that involves community awareness campaigns in the region.

Ø  Attending a one-day training course with the PA (Project Assistant) to ensure a good understanding of the role and responsibilities and being aware of CDE code of conduct and policies.

Ø  Visit municipalities, NGOs, and key stakeholders in the region to promote the project, explain the activities implemented and get their support for outreach.

Ø  Share the flyer and other communication tools of the project with concerned people.

Ø  Collaborate with social services agencies, schools, municipalities, community stakeholders, to facilitate smooth activity implementation.

Ø  Maintain accurate and up to date records of beneficiary information needed for the awareness campaign.

Ø  Report the progress of the outreach on a daily basis to the Project Assistant.

Ø  Contribute to the implementation of the awareness campaign and support in the logistics preparation for the event such as filling the attendance sheet, follow up with registered beneficiaries.

Ø  Maintain high ethical standards and promote positive relationships with the community.

Ø   Report any feedback and complaints from the field to the CDE team. Additionally, promptly report any observed misconduct to the focal point in CDE as per the referral and complaint mechanism.

Profile:

Ability to read and write in Arabic. (Required)

Experience in community mobilization and outreach (Required)

Previous experience in social work. (is a plus)

Previous experience in working in NGO. (is a plus)

Skills & Requirements

Knowledge of (Aley, Baabda, Keserwan, Meten, Tripoli, Bcharri , Akkar and Baalback districts) area and its context: (Required) [Must be able to provide a proof of residency that proves residency in one of the aforementioned Cazas]

Previous experience in conducting community outreach activities: (preferred).

Ability to ensure confidentiality and privacy with sensitive personal information (Required).

Access to a vehicle (costs reimbursed, Taxi or personal vehicle) (Required)

Share humanitarian values about tolerance between different communities to apply in everyday practice (required).

Ability to communicate effectively, both verbally and in writing. (Required)

Good knowledge in data entry and familiar with Microsoft office tools and Kobo. (Required)

Good organizational and documentation management skills. (Preferred).

Ability to work within a team and independently.
Ability to deal with disruptive behavior and Problem solving.
