General Purpose of the Position:
The Country IT Officer at JRS Lebanon is responsible for IT equipment maintenance, IT asset tracking and management, and other IT-related responsibilities. S/he oversees, organizes, maintains, and supervises information systems and computer software activities. This role includes establishing, maintaining, and updating the network, analyzing workflow and security requirements, and managing the IT infrastructure of JRS Lebanon's Country Office and projects.
Main responsibilities of the position:
- Focal Point for IT in JRS Lebanon
As the Focal Point for IT in JRS Lebanon, this role will be central to all IT-related matters within the organization. The Country IT Officer will serve as the primary contact and decision-maker for IT systems throughout the country, ensuring that hardware and software choices align with organizational needs. The responsibilities will include:
1- Maintains of IT Assets
- Holds responsibility for the maintenance of IT assets in the Country Office, Project Offices, and Regional Office, including setting up new laptops and fixing any hardware issues.
2- Hardware and Software Decision-making
- Participates in selecting and procuring appropriate hardware and software solutions, considering factors such as functionality, compatibility, and cost-effectiveness.
3- Trainings
- Provides technical training to Country and Project staff, enabling them to effectively utilize software applications such as SharePoint, OneDrive, Excel, Word, and PowerPoint.
4- IT Systems Maintenance
- Holds responsibility for overseeing scheduled maintenance upgrades, ensuring that the IT systems operate optimally.
5- Back up Planning and Maintenance
- Develops and implements a backup plan to safeguard critical data, regularly performs backup and restore procedures to ensure data integrity.
- Monitors backup systems and resolves any issues or errors.
6- Asset Inventory and Reporting
- Maintains accurate records of IT assets and inventory, promptly reporting any missing or damaged items.
7- Server Installation and Configuration
- Installs and configures servers to support the organization's IT infrastructure, ensuring proper setup and functioning of server hardware and software components, and establishing network specifications and domain controller settings.
8- Collaboration and Consultation
- Collaborates with the Regional Office, International Office, and other countries to seek input, shares knowledge, and identifies the best hardware and software solutions for the organizations.
- Procurement Responsibilities
The Country IT Officer guarantees the appropriate procurement of IT devices in accordance with JRS procurement policy and procedures, in close coordination with the Country Office Administrator.
- Based on local circumstances, the Country IT Officer recommends methods to enhance service quality, obtain competitive pricing, and reduce both time and administrative costs in the procurement process.
- The Country IT Officer maintains a database of dependable vendors for IT supplies, services, and goods.
Qualifications, Skills, and Attributes:
- Compassion and a strong commitment to refugees and other displaced people.
- University degree in Computer Engineering, Computer Science, Information Technology, or a related field; a Master’s degree is a plus.
- 2-3 years of working experience as an IT officer or in a similar role.
- Relevant certifications or training in server administration, network management, and IT security.
- Proven experience in server installation, configuration, and maintenance.
- Strong knowledge of Active Directory, backup systems, and network specifications.
- Proficiency in software applications such as SharePoint and OneDrive.
- Excellent knowledge of technical management, information analysis, and computer hardware/software systems.
- Experience with software and database design.
- Experience with networking and computer hardware.
- Strong ability to work independently, organize work, meet deadlines, prioritize tasks under pressure, coordinate multiple tasks, and maintain attention to detail.
- Fluency in written and spoken Arabic.
- Good knowledge of verbal and written English.
- Ability and willingness to travel regularly to JRS projects across Lebanon (Beirut, Bar Elias, and Baalbeck) for technical support.
