The works will include earthworks, pavement works including construction of pavement structure and removal of existing asphalt layers, drainage works and storm water network, structural works, pipelines, connection to the existing storm water collector, realignment of existing utilities works. This Project shall follow the guidelines on Employment Intensive Projects (EIP) to provide public services and infrastructure projects alongwith the generation of immediate jobs, decent work and income opportunities for the affected population. Whilst EIPs aim at short-term opportunities, they should additionally aim at the provision of public infrastructure and services that support longer term social, environmental and economic development, including secondary employment effects.EIP should ideally apply work methods and technologies where the use of local human resources is favoured and optimised, without adversely affecting the costs and quality of the specified works.The selection of man labour shall be carried out according to Employment-Intensive approaches as follows:-At least 25% of the total project cost has to be spent on man-power / labour;-At least 50% of the man-power employed for the works has to be from Syrian refugees;-The Contractor is encouraged, to the extent practicable and reasonable, to employ staff and labour from sources within adjacent of the project area;-It is advisable to have on site, on a daily basis and for the whole period of execution of the works, on average between 10 and 15 labours (whether skilled and un-skilled).AICS will contact an external Labour Monitoring Entity to monitor the management of the Employment Intensive approaches with respect of the Lebanese labour law by the contractor.
