WASH Specialist

Under the supervision of Head of Program, to provide technical leadership and quality control in the management, design, implementation, monitoring and evaluation of the Water, sanitation and hygiene promotion projects in different governorates of Lebanon. To design WASH infrastructure that is appropriate for IRL strategy under the WASH programme as the situation evolves. To ensure the management and timely implementation of quality WASH projects that achieve their objectives, are readily accountable to stakeholders as well as providing effective management that ensures accountable use of project resources (finance, human resources and logistic).

MAIN DUTIES AND RESPONSIBILITIES

1. Develop IRL WASH strategy in line with country situation and detail need assessment by INGO's for Lebanon for year 2023, under the umbrella of UN
2. Ensure the implementation of WASH related project activities in the program areas defined by the head of programs in coordination with staff attached with respective projects
3. Coaching staff and create smooth working environment in all levels of the project area
4. Liaise with concerned Government authorities and ensure the program strategy, objective and activities are understood and agreed and appropriate communication channels is in place
5. check and amend cost estimates, Bill of quantities prepared by the field engineers and provide necessary guidance for improvement
6. Coordination with the relevant sectors and agencies in implementing WASH activities at District and community level to identify areas and staffs for capacity building
7. Closely work with the field senior staff in the planning the implementation of the water, sanitation and hygiene (WASH) Program
8. Effectively manage the WASH projects using appropriate tools to ensure projects are delivered on time, on budget and to expect quality
9. ensure that minimum standards of technical quality are adhered to at all engineering activities and interventions. which are technically appropriate suitable for the given emergency stage realistic and on budget
10. ensure effective management and operational systems are established at all completed water and sanitation infrastructures. which are appropriate for the emergency stage and that take account of the projected course of the emergency situation
11. contribute to the development of WASH projects in the form of draft project concept notes and draft proposals in consultation with the program staff and HOP
12. Liaise and coordinate with stakeholder's WASH clusters, UN agencies and local authorities
13. Generate ideas to strengthen the development of WASH project in Lebanon
14. Ability to handle multiple tasks and ability to work a flexible work schedule as needed to meet deliverable deadlines
15. Participates in WASH working groups/Clusters for networking and representation of IRL
16. Develop quality proposals to be submitted to institutional donors to secure funding for the WASH sector within IRL
17. Work closely with HoP and Country Director in strategic planning of the WASH sector to ensure growth and sustainability of the sector  
18. Perform any other related tasks assigned by Islamic Relief Lebanon management    

EXPERIENCE / EDUCATION/SKILLS/ESSENTIAL 

1. A minimum of Bachelor Degree in Engineering or relevant field with substantial years of practical work experience in humanitarian operation and preferably Masters Degree.
2. Minimum 5 years of relevant experience in WASH sector, Knowledge and practical experience of water sanitation.  
3. Capacity to facilitate trainings
4. Experience in budget monitoring
5. Management experience at project level
6. Proven experience of developing quality proposals and securing funding from institutional donors.

TECHNICAL SKILLS:

1. Excellent writing skills with the ability to produce project documents
2. Ability to plan and organize work independently with appropriate follow up while paying close attention to detail and show initiative in completing tasks and projects in a timely manner
3. Ability to read and abstract information from a variety of sources/formats
4. Supervisory skills with proven ability to manage a demanding workload
5. Knowledge and familiarity with sustainable WASH technological approaches and tools.

CONTACTS/KEY RELATIONSHIPS

The Wash Specialist works closely with the government counterparts, community, municipalities, misitries and concerned IRL Project Staffs to assist the efficient effective implementation of the wash related activities.

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

This position is located in Beiruit and requires 50-75% of travel to the field and other governorates all over Lebanon to provide support to the field staffs.

LANGUAGE

Fluency in English & Arabic (written and spoken).

IT SKILLS

1. Working knowledge of Microsoft applications.
2. Knowledge of water related technology/equipments/ tools
3. The ability to use software necessary for project management and reporting.
