Description: 

Engility Corporation, building on IRG’s legacy in international development, seeks an experienced Procurement Specialist for an anticipated USAID-funded project. The goal of the project will be to increase Lebanon’s stability through participatory processes that promote good governance and community cohesion.
Location: Lebanon
Responsibilities:

Ensure adherence to procurement policies and procedures, including coordinating the implementation of contracts/procurement/grants policies and procedures, participating in bid-openings and technical and cost evaluations for all subprojects, and performing due diligence for awarded procurements.
Spot check bidders’ proposal documents, including verifying completion certificates and confirming the accuracy of registrations.
Monitor financial and administrative contractual compliance.
Work with the DCOP/Operations Manger and Procurement & Logistics Manager to develop, update and monitor a master deliverable calendar for all subprojects, purchase orders and grants.
Work with the Operational & Logistics Manager to contact all contractors and vendors on invoice or deliverable due dates to confirm submission of contractually-mandated payment documents.
Alert the Finance Manager to any grants for which payment documents (invoice or deliverables) are 10 days or more overdue.
Work with the Operational & Logistics Manager, COP and DCOP/Operations Manager to identify purchase orders or grants that may require modifications or cancellation due to financial or administrative non-compliance.
Close out each grant or PO once completed, according to established policies and procedures.
Actively contribute to information sharing within the Project.
Perform other tasks as requested by the Chief of Party and Deputy Chief of Party.

MINIMUM TANGIBLE QUALIFICATIONS

Knowledge of USAID procurement regulations and procedures
Knowledge and ability to work with Word, Excel, Access, PowerPoint, etc.
College degree
At least two years experience in procurement
Good command of English, Arabic, and/or French both written and verbal
Ability to travel on short notice
Teamwork spirit
Excellent analytical and communication skill
