Job Overview:  

The Sexual and Reproductive Health Senior Officer is a member of the multidisciplinary IRC Lebanon health team and is required to oversee sexual and reproductive (SRH) health services run by IRC and their partners, while ensuring integrated SRH and Gender Based Violence (GBV) services are delivered to clients.

Major Responsibilities:

Technical leadership

  • Provide technical oversight and guidance on all aspects of SRH service delivery
  • Ensure SRH services are evidence-based, culturally appropriate, and in line with the national standards and protocols
  • Develop and maintain clinical guidelines for SRH services
  • Develop Information Education and Communication materials on SRH services and rights (SRHR)
  • Contribute to the development of awareness sessions content and messages related to SRHR
  • Perform regular monitoring and support visits to project intervention areas to oversee activities and ensure adherence to project plans
  • Undertake resources assessments related to program planning, monitoring and evaluation with regards to human, material and financial resource associated with SRHR
  • Conduct comprehensive needs assessment to identify SRH needs and gaps within target communities and for clients
  • Analyze needs assessment data to inform program development and implementation strategies
  • Collaborate effectively with different partners to plan, implement and evaluate SRHR programs

Integration and Collaboration

  • Work closely with other health team members to ensure a holistic approach to SRHR service delivery
  • Develop and implement strategies for integrating SRHR services with GBV prevention and response
  • Foster strong collaboration and referral pathways between health and protection sectors
  • Participate in regular coordination meetings with GBV stakeholders and teams to discuss service integration and identify gaps

Capacity building and training

  • Train and mentor healthcare professionals on SRH service delivery
  • Conduct training sessions for community health workers and outreach teams on SRHR awareness
  • Provide support, coaching and follow-up to the project partners and actors
  • Train outreach workers and community health workers on integrating GBV awareness and prevention messages into SRHR promotion activities

Monitoring and Evaluation

  • Monitor achievements and indicators, and contribute to the development of necessary tools to support project evaluation and decision-making
  • Ensure the collection and compilation of SRHR related data, in collaboration with the MEAL team
  • Monitor and evaluate the integration of GBV and SRHR services, identifying areas for improvement and ensuring quality of care
  • Utilize various data collection methods to assess SRH services implementation knowledge, attitudes and practices, SRH quality services

Networking and Representation

  • Actively participate in SRHR networks, conferences and working groups
  • Communicate with relevant stakeholders and other SRHR and protection actors, as appropriate

Job Requirements:

Work Experience:

  • Three years’+ experience in coordinating, implementing and managing SRHR programs.
  • NGO experience.

Education:  

  • Health University Degree and background with master’s in public health or other health related management degree.

  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time
  • Strong analytic problem-solving skills.

  • Demonstrate ability to work effectively with stakeholders at all levels.
  • Demonstrate Protection mainstreaming principles basic knowledge.

  • Previous experience with information management, health data analysis and use of data for program improvement.
  • Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork
  • Strong program and technical knowledge as well as planning, reporting, monitoring and evaluation skills.
