Program Background

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crisis and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

In response to the influx of Syrian refugees in Lebanon, the IRC has launched a multi-sectoral relief program in Lebanon.  The program will provide assistance to refugees and host communities in the North, Mount Lebanon and Bekaa Valley through the delivery of protection programming for women and girls and livelihoods programming.  

 

Position Overview

Under the overall guidance of the Field coordinator and the direct supervision of the Field Finance Officer, the Finance Assistant will be responsible for supporting program-related payments in the field. 

 

Responsibilities  

  • Assist in the implementation of finance procedures making sure payments are in compliance with IRC policies and donor regulations.
  • Processing of data entry, bank, and cash transactions, on a daily basis ensuring correct coding. 
  • Process payments through preparation of checks, transfers, and bank letters after submission of complete supporting documents.
  • Ensure all petty cash expenses are in compliance with IRC policies and procedures to be submitted to the finance officer for their review.
  • Act as the focal staff for the field petty cash, ensuring cash is kept securely at all times, and transactions are recorded daily, and the cash balanced daily to cash book.
  • Organize supporting documents for Volunteers payments and various payments ensuring they are complete, in accordance with IRC procedures.
  • Confirm that all documentation is filed in a timely manner and easily accessible.
  • Scan field documents and allocate on shared folder.
  • Conduct regular site visits to process program-related payments. 
  • Conduct field cash distributions for programmatic needs and volunteer as needed and requested by programs.
  • Responsible for cash distribution tracking and payment and supporting documents revision.
  • As required, travel to Beirut main office to disburse payments, and/or verify payment recipients, and follow up on the check receipts related to the area.
  • Assist during the audits process.
  • Assist the field finance officer with any task as required or additional duties as assigned by the field coordinator.

  • Position: reports to the field finance officer 
  • Position directly supervises:  N/A
  • Technical Reporting: There is a work relation with the field coordinator and finance CO office.
  • Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.
    • Internal: Bekaa Field Office staff, Finance Department, Program staff.
    • External:  Suppliers.

 

Job Qualifications  

  • Bachelor’s degree in Accounting or Advanced Diploma in Accounting from recognized college/institution (or degree). 
  • A minimum of 2 years relevant experience in finance or administration.
  • Work experience in a complex environment.  Experience with NGOs is a plus.
  • Computer literate with experience in excel, accounting package knowledge.
  • Effective communication skills, both written and verbal.
  • Fluency in English and Arabic. 
  • Ability to prioritize among multiple tasks and make decisions.
  • Team player.
  • Can work in stressful environment.

Working Environment:  

Staff will be based in Bekaa office with travel required between the field office and the main IRC office in Beirut, and regular visits in the Bekaa area to conduct site visits and cash distributions.
