Description: 

Under the direct supervision of the PHC Quality Officer, the Medical Specialist will be responsible for providing technical advice and support to personnel working at the project supported primary healthcare centers. He will also be monitoring the quality of care, consultations, patient management, and prescriptions according to standards and guidelines and will be following up on the implementation of the MoU signed with each PHCC.

Responsibilities and Essential Functions

  • Follow-up on implementation of selected package of primary health care services at the PHC facilities as set by IOCC
  • Approve the requests for diagnostic tests ordered by the PHC facility physicians and monitor diagnostic tests prescription, following the approved and covered packages of care.
  • Act as the technical focal person for the support to PHCCs component and provide necessary guidance and coaching to the project team.
  • Attend relevant training sessions, workshops, and conferences to keep abreast of current practices and guidelines.
  • Ensure compliance and adherence to relevant regulations, policies, and procedures.
  • Monitor early warning systems for outbreaks and investigate emergence of communicable diseases
  • Work closely with the pharmacists and field teams to monitor medication prescription and promote rational use of medications.
  • Perform monthly visits to the supported PHCCs (2 visits/PHCC/Month) according to a schedule developed in collaboration with the Quality Officer, to check the medical files, patient claim forms and relevant documentations.
  • Monitor the quality of services at health facilities and identify gaps and problems according to MoPH standards
  • In collaboration with IOCC health staff, identify goals and develop plan for services given and monitoring of the project within the PHC
  • Provide advice and support to aid on quality service improvement and reporting tools.
  • Support in the review of medical protocols and develop SOPs to guide the quality officer on proper monitoring of the provided healthcare services, when neededPerform monthly and quarterly medical record audits and meet with PHCC staff/Director/Manager to discuss outcomes on audits in coordination with the PHC quality officer (strengths and areas to improve)
  • Perform other tasks as requested by the PHC Quality Officer
  • Attend IOCC meetings when needed

Qualifications

Knowledge, skills and abilities:

  • Good organizational skills. 
  • Excellent communication and interpersonal skills.
  • Self-motivated and initiative taker. 
  • Good report writing skills.
  • Ability to communicate with vulnerable populations.
  • Dynamic personality.
  • Proficiency in Microsoft Office.
  • Fluency in written and spoken Arabic and English; French is a plus.

Education:

The candidate should have a Medical Doctor diploma with a work permit. 

Experience:

  • 2-3 years of work experience.
  • Previous experience in NGO and humanitarian field is an advantage

  • Working Conditions
  • The Medical Specialist should perform visits to the supported PHCCs in Nabatiyeh and Marjeyoun areas, with visits to IOCC office in Beirut when needed.
