Background:

The project officer will work under the direct supervision and reports to the Health Coordinator. S/he is a member of the health team that includes him/herself, Chief Medical Officer, and Health Coordinator.
Health program provides both technical and financial support to local primary health care centers to enable provision of affordable, accessible, and quality healthcare services to refugee and vulnerable host population. It also provides secondary healthcare services through projects tackling specific medical and surgical conditions.

Job Purpose:

Main focal point of the Dialysis project when it comes to planning and implementation, in coordination with the Chief Medical Officer. He/ she will be responsible for patients’ referral for hemodialysis treatment. Also, He/she will overview and help in the following up with the patients before, and throughout the treatment course and the project.

Main Responsibilities:

1. Coordination
a. Patient Recruitment and Follow up
i. S/he will ensure proper recruitment of targeted dialysis patients into the project, while properly communicating and coordinating with all involved stakeholders (patients, hospitals, UNHCR, other partners/NGOs...)
ii. S/he will ensure timely follow up on monthly condition and diagnostic results, making sure to keep a copy of these results in the patient medical record, and notifying the Chief Medical Officer of their availability
iii. S/he will continuously coordinate with the patients and hospitals, to ensure proper scheduling of treatments, and address any challenges or issues. Will develop a tool to keep track of patients’ treatment schedule, condition and status upon monthly follow up, and any other necessary tools to ensure proper case management
b. Field Visits
i. S/he will organize and schedule for visits to each hospital as needed, to ensure all logistics requirements of the project are addressed and met
ii. S/he will schedule appointments for patients’ recruitment, in coordination with both the patient and the hospitals
iii. S/he will ensure up-to-date communication of the date of the visit to all relevant stakeholders (Patients, hospitals, and IMC management).
c. S/he should report, on the spot, any challenges, errors, or gaps occurring during implementation to IMC Chief Medical Officer via both verbal and written communication
2. Clinical Duties
a. Patient Clinical Assessment (where needed)
i. S/he will fill out a complete medical record upon first encounter for each patient undergoing the assessment. This includes: full demographic
information, past medical and surgical history, present medical history, best known medication history, allergy history and vital signs. Any referral slips, medication prescriptions, or diagnostics results presented by the patient should be copied and kept within the medical record
ii. Obtain the informed consent of the patient (or legal guardian) allowing IMC to follow up on the condition and access necessary medical information about the patient, throughout the project’s period
iii. S/he will ensure that the patient and the care giver understand the logistics of IMC coverage and project, and any medical instructions given, while properly documenting and reporting any challenge encountered
iv. S/he will present to the Chief Medical Officer the patients’ cases and details, and acquire the approval for coverage of each patient under the project
v. S/he will obtain the treating specialist medical report about intervention done and outcome for each patient on a monthly basis, keeping the report in the patient’s medical record created
vi. S/he will report to the Chief Medical Officer any alarming changes in a patient’s condition following every month report, and inquire for proper intervention
3. General
a. Collaborate with the Chief Medical Officer for proper monitoring and fulfillment of the project’s targets and outcome and output indicators
b. Support Monitoring and Evaluation (M&E) office in any data needed for proper project reporting
c. Perform other duties as requested by line manager
d. Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs

Desirable qualifications: Advanced degree or Certification in Healthcare Management/ Project Management

Essential experience: 2 years of clinical experience in a healthcare facility (hospital/ Primary healthcare center)

Desirable experience: 

Clinical experience within Dialysis Kidney Unit specialty preferably
Project Management experience
