Job Title: Senior Projects Officer Tripoli & the North

Reports to: Programmes Manager

Job location: Tripoli - Lebanon

Grade and level: 3.2

Annual Salary: Competitive annual salary based on our salary scale for Lebanese nationals

Contract Duration: 12 months (to 31 December 2021) with the possibility of extension

Job Purpose

The purpose of this job to coordinate and supervise peacebuilding projects related to dialogue, education, gender quality and social stability projects in Tripoli and in the North. Specifically this entails overseeing project activities and coordination with project partners for three projects being implemented in Tripoli and the North. The post holder will be responsible for ensuring the quality and effective delivery of the projects, maintaining relationships and communication with local partners and authorities and conducting and supporting training and monitoring activities related to the projects.

 

Duties and Responsibilities

  1. Coordinate project activities in Tripoli and the North

 

  • Support implementation of the activities in Tripoli based projects as required.
  • Facilitate meetings with CSO and youth groups members and projects participants.
  • Support and coordinate with research consultants to complete data collection and analysis activities for context updates and perceptions and context monitoring.
  • Outreach to stakeholders, local authorities, and actors, and operating organisations that support Alert’s projects and activities in Tripoli and maintain positive working relations.
  • Build and regularly update list of stakeholders and partners.
  • Represent International Alert in meetings and events in Tripoli/North, in coordination with the Programmes Manager and Country Director.
  • Contribute to organisation-wide learning and exchange on the use of dialogue as methodology for peacebuilding.
  • Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects
  • Provide regular and ad hoc context updates that support the Programmes Manager and the country team in Tripoli/North.
  • Assist in preparing donor reports and project completion reports, including financial reports.

 

  1. Coordinate with project partners
  • Coordinate with local partners implementing projects in Tripoli and the North
  • Provide support, coaching and mentoring on social stability, Do No Harm and conflict sensitivity issues to partners working
  • Support facilitation of training with partners on peacebuilding, conflict sensitivity and social stability.

 

  1. Project design, monitoring and evaluation
  • Contribute and develop ideas for new projects, building upon the impact achieved by existing projects.
  • Together with the MEL Manager and Programmes Manager, set up a monitoring and evaluation plans, and ensure monitoring data is collected as planned.
  • Monitor project progress and impact and adjust indicators and activities if necessary.
  • Support project evaluations, ensuring appropriate management responses if necessary.
  • Disseminate findings of evaluations and ongoing monitoring and lessons learned internally and externally.

 

  1. Contribute to Alert more generally
  • Support learning and reflection activities for the Lebanon programme in coordination with the DMEL Manager.
  • Contribute to team-wide communications and knowledge sharing, and participate in organisation-wide events and discussions on related topics/projects;
  •  Represent Alert’s values and ideas and be a spokesperson for the organisation at relevant conferences, seminars and other meetings, including at a high level;
  •  Contribute to organisation-wide learning and exchange on MEL activities, approaches and tools;
  •  Any other tasks as may be reasonably required.

 

Travel requirements

This post is based in Tripoli with regular travel within North Lebanon and some travel within Lebanon.

ESSENTIAL REQUIREMENTS

University degree in social sciences or relevant fields.

Excellent skills in dialogue facilitation and research and data collection, including remote data collection, in Lebanon.

Excellent spoken Arabic skills, and excellent writing skills in English.

Ability to work both independently / remotely and as part of a team.

Demonstrated ability to handle sensitive information with discretion and professionalism, including following data protection guidelines and establishing and observing systems for managing data safely and securely.

Ability to work under pressure and meet deadlines.

Prior experience in context analysis, peacebuilding and conflict analysis in Lebanon, and particularly in Tripoli/North Lebanon, is essential and experience in working with local authorities and networks a strong asset.

Prior experience facilitating trainings

Prior experience working on education, social stability and in working with partners on training and coaching a plus.

Solution-oriented, strong analytical skills, and very well organised

DESIRABLE REQUIREMENTS

Experience of project cycle management and gender projects

Understanding of peacebuilding issues in Lebanon

Knowledge and experience of M&E in the peacebuilding sector

Leave entitlement 25 working days per year plus Lebanon statutory holidays.

Notice period There will be an initial three months probationary period during which notice will be 15 days on either side. On successful completion of the probationary period notice will be one month.

Working hours  Full time staff are expected to work a standard 40 hours per week,  a maximum of 48 hours per week, with some flexibility around start and finish times to be agreed with the line manager. All staff are required to work core hours 10am – 4pm.
