About the project

International Alert Lebanon is implementing the “Enhancing CSOs’ ability to foster social stability in Hasbaya and Southern Baalbeck” project in partnership with Deutsche Gesellschaft für International Zusammenarbeit (GIZ) within the framework of “Strengthening Agriculture, Local Communities and Small and Medium Enterprises (ACE)” programme with the financial support of the German Federal Ministry for economic cooperation and development (BMZ). The project objective is “Improved horizontal social stability in target communities through greater capacity of CSOs to conduct gender- and conflict-sensitive activities that strengthen the community at the local level”.

International Alert’s intervention aims to support CSOs in two areas – Hasbaya and Southern Baalbeck to strengthen social stability in the respective communities. As part of the process, participating CSOs will have an opportunity to strengthen their policies and systems to become more sustainable organisations. Participant CSOs will:

  • Participate in comprehensive training sessions focused on conflict resolution and social stability, as well as integrating conflict sensitivity and gender sensitivity into project frameworks. Additionally, coaching will be provided to address organizational development requirements.
  • Engage in tailored training and coaching sessions covering strategic planning, financial management, human resources management, procurement, accountability, child safeguarding, advocacy, communication, and other pertinent topics identified through organizational capacity assessments.
  • Attend training sessions and receive coaching on designing and implementing initiatives aimed at promoting social stability, contingent upon the approval of funding for participating CSOs.
  • Take part in reflection and learning sessions facilitated by Alert, aimed at documenting the outcomes of initiatives and consolidating insights to inform future efforts in promoting social stability and implementing conflict-sensitive initiatives.

 

 

As part of the project, International Alert will undertake the responsibility of selecting up to 15 organisations with the support of an external expert in civil society development. These selections will be based on a thorough review of submitted applications. Moreover, International Alert will conduct a comprehensive assessment of the organisational capacity needs within these 15 chosen organisations, aimed at enhancing their internal systems and operations.

The primary objective of the selection process is to identify organisations actively involved in the target areas, demonstrating potential for sustainable impact, and demonstrating a genuine commitment to addressing issues related to social stability.

The goal of the organisational capacity needs assessment is to pinpoint the precise training and support needs of participating organizations, thereby improving their operational effectiveness. It will be the consultant's responsibility to develop the necessary methodologies and tools for both the selection process and the capacity needs assessment. Additionally, the consultant will conduct the organisational capacity needs assessment within the 15 CSOs.

Objectives of the consultancy

The overall objective of the consultancy is to support International Alert in the preliminary selection of CSOs and to lead the organisational capacity and needs assessment of selected CSOs.

The specific objectives are:

  1. To support the International Alert team in the selection process by contributing to the identification of selection criteria for the organizations.
  2. To develop a comprehensive methodology and tools for conducting the organisational capacity and needs assessment.
  3. To carry out the capacity and organisational needs assessment for 15 CSOs.
  4. To generate individual reports for each of the 15 CSOs focusing on their development needs in organisational capacity. Additionally, to produce a separate comprehensive report containing recommendations for structuring training sessions for groups of CSOs with similar needs, suggestions for priority areas requiring coaching, and an annex providing a brief analysis of the primary social stability dynamics in each of the three areas, drawing insights from the participating CSOs.

Methodology

As part of the methodology, the consultant will propose selection criteria for organisations. The organisational capacity and needs assessment will be conducted for each organization using a combination of methods. The consultant is tasked with developing a comprehensive methodology, which is expected to include the following tools:

  • Key informant interviews (KIIs), to be conducted either in person or online.
  • Survey questionnaire, to be administered online or in paper format.
  • CSOs Profiling tool.
  • Organisational capacity needs assessment tools and scoring sheet.

 

Support and resources to be provided by Alert.

Alert staff will be available to provide the necessary support (including logistics and the needed coordination) to the consultant. 

The consultant is responsible for his/her own transportation and will need to have his/her own computer. 

Alert will also provide all key background documents (if needed) to support the Consultant perform the assignment.

 

Deliverables

The Consultant is tasked with delivering five key outcomes:

  • Deliverable 1: A Detailed Workplan, with a maximum duration of 30 days.
  • Deliverable 2: Proposed criteria for the selection of CSOs.
  • Deliverable 3: Methodology and tools for the assessment process.
  • Deliverable 4: Draft reports for each organization, accompanied by concise overviews (2-3 pages) of the social stability context for each region (Hasbaya and Southern Baalbeck).
  • Deliverable 5: A Final Report containing a comprehensive set of recommendations.

Consultant profile

• Minimum of 8 years' experience in conducting organizational needs assessments, research, and evaluations within civil society organizations.

• Thorough understanding of the Lebanese context related to development assistance, Do No Harm principles, conflict sensitivity, localization, and social stability.

• Professional background and education in international relations, international development, diplomacy, gender studies, and peacebuilding.

• Substantial expertise in needs assessment methodologies, strategic frameworks, and program implementation.

• Fluent in both English and Arabic, capable of conducting interviews and focus group discussions in Arabic.

• Proficient in working independently and collaboratively within a team environment.

• Demonstrated ability to handle confidential information with discretion and professionalism, adhering to data protection guidelines.
