PURPOSE OF THE POSITION The Information Technology Manager is responsible for managing all IT aspects of the organization in addition to advising IPS on technology trends that are relevant to IPS. The IT manager is expected to provide guidance to IPS units regarding all technology projects under taken by the organization. In addition, the IT manager is expected to manage the internal IT infrastructure of the organization: software, hardware, network and communication. SCOPE The IT Manager manages all technology projects within the organization in addition to managing the IT infrastructure. The IT manager is expected to develop relevant IT policies and procedures according to best practices and to oversee their implementation. The IT manager is supposed to support IPS end-users and to provide any IT support or training for IPS units. RESPONSIBILITIES 1. Provide technical support and advice for any technology project undergone by the organisation: • Advise on proper technology usage within the organisation making sure that the organisation is up-to-date with relevant technology trends • Provide technical advice and guidance for any solutions required or requested for any knowledge project undertaken at the IPS. • Work with other IPS units to define the exact requirements for any new solution (software/hardware) needed by IPS and develop the technical requirements along with the corresponding TORs • Participate in any IT procurement process providing the technical insights and evaluation criteria 2. Manage IT projects • Manage any IT project including possible new software development projects that are undertaken by the organisation using project management best practices • Make sure that any IT project undertaken by IPS is executed within the time, budget and quality standards set by IPS for that specific project • Coordinate internally and with third parties all through the life cycle of any IT project • Keep proper documentation of all technical aspects of a project, project schedule, maintenance logs or any other correspondence with stakeholders of any IT project • Report on the progress on any IT project and highlight any risks threatening the project 3. Manage IPS website • Oversee IPS website and make sure it is up and running and functioning up to the expected standards • Oversee the content management of the website and provide any needed technical support • Take immediate action to rectify any problems that arise with the website • Manage the hosting environment of the website and take any action needed to guarantee its availability, security and proper performance 4. Develop internal IT policies and procedures - Develop and implement policies and procedures for all IT operations within the organisation and oversee their implementation 5. Manage the internal IT infrastructure of the organization • Maintain current and accurate inventory of technology hardware, software, and resources • Control the computer systems budgets and expenditures Plan, organise, direct, control, and evaluate the operations of information systems and data processing. • Manage and coordinate with other IT and website systems personnel and contractors to design, develop, implement, operate, and administer computer and telecommunications software, networks, and information systems. - Troubleshoot hardware, software, and network infrastructure and take all action needed to rectify any problems • Provide orientation for new users of existing technology • Ensure the security of all systems and IT infrastructure in the organisation and take action to prevent any possible breach • Assess risks and account for them in planning solutions • Train staff about potential uses of existing technology • Provide individual training and support on request • Provide recommendations about accessing information and support KNOWLEDGE, SKILLS, AND ABILITIES KNOWLEDGE The IT Manager must have proficient knowledge in the following areas:  Software System Analysis and requirements gathering  Developing technical TORs for new software solutions  Project management of IT projects  Up-to-date with technology trends relevant to IPS with strong ability to research new solutions  Developing IT policies and procedures  IT procurement  Issues related to multi-lingual data  Advanced search engines, including familiarity with issues related to search in Arabic;  Data base structure design and CMS platforms such as Ddrupal and Wordpress;  Computer hardware and software systems and programs  Computer networks, network administration, and network installation  Computer troubleshooting  Computer viruses and security standards  Email and internet programmes  Websites and data-driven applications Skills The IT manager must demonstrate the following skills:  Project Management Skills  System Analysis Skills  Management and supervisory skills  Information management skills (operational and administrative)  Software development and database administration  Ability to install and administer computer hardware, software, and networks  Analytical and problem solving skills  Technical design and documentation skills  Cooperation and group work  Decision making skills  Effective verbal, presentation, listening skills  Effective written communication skills  Computer skills, including the ability to operate computerized accounting, spreadsheet, word-processing, graphics and website development programs at a high level of proficiency.  Time management skills PERSONAL ATTRIBUTES The IT Manager must demonstrate the following personal attributes:  Be honest and trustworthy  Be respectful  Possess cultural awareness and tact  Be flexible
