Position’s mission:

Under the hierarchical responsibility of the Transport Project Manager (Atlas Project) of Lebanon Mission, and in collaboration with the other departments of the mission, the Transport Ofificer will be responsible for operating the transport services offered by HI/Atlas Logistique in Lebanon.

Based in Beirut, the Transport Officer will supervise a team of carriers and conveyors.The role will involve ensuring the expected level and quality of transport service and maintaining relations with user organisations, including representing them and canvassing for services.

S/he supports her/his team to ensure optimal quality, effectiveness and impact of the implemented project and to contribute to the sound management and effective functioning of the organisation in Lebanon. She/ he implements the responsibilities in compliance with HI procedures.

Reports to: Transport Project Manager (ATLAS Project)

Line management of: Conveyors  

Interacts with: Atlas Logistique team, Logistics, Finance, Human Ressources departments, partners, suppliers and service providers

Missions / Responsibilities:

Responsibility 1: Before transport

  • Draw up convoy work schedules based on fleet capacity and distribution requirements
  • Analyse and organise the distribution of goods in terms of transport (weight, volumes, destinations)
  • Ensures that Atlas Logistique transport procedures are followed.
  • In support of its manager, analyses and validates transport requests from partners.
  • Supervises the quality and quantity of goods prior to transport and/or storage (volume, weight, packaging quality, etc.).
  • Advises and raises awareness among partners on the proper use of documents.
  • Advises and traines partners on packaging, wrapping and any securing of goods.
  • In direct contact with hauliers, find negotiates and checks, as quickly as possible, the vehicles best suited to transporting the goods entrusted to Atlas Logistique.
  • Propose a loading plan to optimise the load of the vehicles.
  • Keep the loading schedule up to date.
  • Draws up work schedules for loading managers, stock managers and conveyor operators.
  • Provides training for carriers, drivers and conveyors.
  • Coordinates with focal points during loading/unloading operations.
  • Coordinates carriers and allocates trucks/ships according to requirements.
  • Ensures the conformity of transport/storage documents, transport request, storage request, stock sheet, packing list, manifest, transport file before loading, etc.
  • Provide communication and identification tools to teams travelling in the field (GPS, mission orders, etc.).
  • Ensures that tracking equipment functions properly and is monitored.
  • Maintains and expands its list of road carriers through the preparation of the calls for tenders.
  • Helps to convey a professional and friendly image to partners and carriers.
     

Responsibility 2: During transport

  • Organises transport and provides follow-up and weekly reports to line management.
  • Continuously monitors the progress of loading operations with focal points and conveyors.
  • Monitor the progress of convoys/transports on a daily basis with the drivers/conveyors.
  • Anticipates carrier delivery times and coordinates with partners to ensure that unloading runs smoothly for both carrier and partner.
  • Takes part in securing the transport operation from loading to final delivery.
     

Responsibility 3: After transport

  • Debriefs transporters and conveyors on their return from operations.
  • Checks the conformity of transport documents, transport request, packing list, manifest, on their return, before sending them to the transport secretary for archiving.
  • Follows up and validates convoy reports.
  • Collects safety information from couriers and carriers and reports it to his superior.
  • Participates in the rating of suppliers and truck.
  • Supports the project manager in collecting and integrating operational information into the "Operational Monitoring" database.
  • Transport Admin to collect and integrate supplier information into the "Contract Monitoring" database
  • Assists the Transport Admin in archiving and keeping purchase files, transport files and supplier files in order.
  • Proposes changes to tools and formats, and plays an active role in the continuous improvement and efficiency drive of the platform project.

Qualifications:

Education:

  • Essential: Master 2 degree in logistics, transport sector an asset
  • Desirable: Training in logistics and transport is a plus.

Experience:

  • Essential: Two years' professional experience in road and/or sea transport.
  • Essential: experience with NGOs/INGOs
  • Desirable: at least two to three years of experience in logistics-related, supply chain management, warehouse management
  • Desirable: Numerous contacts in the transport sector would be a plus.

Language:

  • Essential: English and Arabic mandatory (oral and written)

Other skills:

  • Mastering transport management (planification, organisation, regulations rules, …)
  • Proficient: Microsoft Word, Excel, PowerPoint

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.
