OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager, the project Officer is responsible for implementing project activities and to mobilize partners and/or other project stakeholders along implementation.

Responsibilities

 

Responsibility 1: Contribute to the project planning and integrated budget definition & review

Aim: Ensure the activities are implemented on time and within the defined budget

 

Activities:

  • Participate to the planning process under the supervision of the PM and to its regular review
  • Produce monthly work plan based on project planning and report achievements during weekly team meeting
  • Collect data for documenting indicators under supervision of the PM/
  • Organize and lead project monthly follow up meetings.
  • Actively participate to all project meetings
  • Report to the PM
  • Participate to the project monitoring (mid-ter review…)

 

Responsibility 2: Contribute to the monitoring of the project partners for the activities he/she is in charge of

Aim: support quality implementation of the activities under partners’ responsibilities

 

Activities:

  • Coach the project partners for implementing activities in respect of the approved framework & tools
  • Collect data and results delivered by the partner
  • Identify partners’ needs for capacity building
  • Support the the project team to the development and implementation of capacity building response
  • Monitors qualitative project implementation, ensuring successful realization and achievement of project’s objectives and indicators.
  •  Ensure compliance with HI mandate and policies and collaborates to the design and implementation of the mission strategy in the country of intervention.
  • Ensures collection and archiving of sources of verification, especially the contractual ones
  • Proposes any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
  • Ensures the quality of work of his/her team through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures
  • Lead the methodologies for major baseline, and needs assessment studies for the project;
  • Keep track of all monitoring and evaluation schedules and implementation of monitoring and evaluation procedures;
  • Ensuring quality, accuracy and confidentiality of data and the serious follow up of available guidelines.

Responsibility 3: Contribute to the development of methodologies and tools for the project and to their implementation

Aim: the technical framework for implementing project activities is in place and regularly updated

 

Activities:

  • Contribute to the identification of the tools needed for implementing the project activities and to their development
  • Participate to lessons learnt analysis and tools adjustment
  • Implement directly activities as per the framework validated by PM/DPM
  • Mobilize authorities/ external stakeholders for facilitating project implementation and inform them regularly about the progress made and the challenges faced
  • Develop activity sheet including budget for activities
  • Liaise with logistics and finance department as per the procedures in place to undertake purchase & expenditures as required for activities implementation
  • Participate to the development of cases study

 

Responsibility 4: Contribute to project lesson learnt and promotion at national & international level

Aim: Good practices under the project are identified and documented

 

Activities:

  • Collect data as per the framework defined and contribute to their analysis.
  • Input in the identification and analysis of the project good practice
  • Participate to the organization of dissemination of Good practices among local, national and international stakeholders (Government, NGOs, Donors…)involved into similar field of expertise.

  • Responsibility 5: Liaison with stakeholders and identification of the different services provided at local level

Activities:

  • Meets on regular basis the different stakeholders
  • Participate to the Working Groups related to the field of intervention at national and/or local level.
  • Facilitate media and donor visits on the field if required by the HoM, according to the ToR and the team’s inputs

 

Responsibility 6: Reporting

Activities:

  • Quality check, consolidation and diffusion of the reporting/request tools
  • Sends minutes from all the meetings and discussions internally within the project team, with project partners and external actors
  • Sends any other report upon line management request
  • Reports any constraints or problems faced with the team before taking any action
  • Provides a monthly Reports to the Operations Coordinator and organize quarterly project review meetings, in collaboration with relevant support services and team of the project
  • Facilitates regular reporting of their team to the Coordination and technical unit (Minutes of meeting…etc.);
  • Participates to intermediate and final project reporting
  • Provides the PM with a mission report and/or handover document at the end of the assignment

 

 

Responsibility 7: Partnerships

Activities:

  • Support the PM in the partnership follow-up: quality of service provision, indicators,financial follow up,  respect of HI’s SOPs…
  • Contribute to define with the partners a work plan with objectives to be achieved and provide the needed tools
  • Contribute to ensures a proactive presence in the planning with the partner and during the activities
  • Contribute to ensures the compilation and recording of all activities and impact measurement
  • Contribute to produces and disseminates specific data analysis
  • Contribute to produces final report at the end of the contract

 

 

Confidentiality is required in all these responsibilities.

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

EDUCATION AND EXPERIENCE:

  • University Degree in the field of expertise of the project: Sociology, Public health, project management .
  • Proven training skills
  • At least 3 years of practical  experience in the field of expertise of the project, working with  local/community based organization/services providers with preference in I/NGO. Work in disability sector is an asset
  • Minimum of 2 years practical experience in working with vulnerable group
  • Ability to work within a team ( with project team and with partners) and independently and without constant supervision.
  • Good communication skills, ability to communicate effectively and write reports that are clear and concise and record documentation in an appropriate manner.
  • Ability to develop accessible information materials
  • Ability to set realistic budget, and to follow up on the budget consumption
  • Ability to identify and assess risks related to project implementation
  • English is mandatory (written and spoken)
  • Availability to be based in Beirut with extensive travel to the south , Bekaa , and North of the country and in Palestinian camps
  • The position needs leadership skills.
  • Open-minded to project constraints; ability to work under pressure in an unstable and changing environment.

Basic salary range for the position : The Project Officer is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1420 and USD 1900
