OBJECTIVE OF THE POSITION:

Under the supervision of the Finance Manager of Lebanon Mission, the Finance Officer takes charge of the mission’s daily financial operation in compliance with donor and the programmes financial framework.

 

Location: Beirut with potential movement to Zahle and Toula.

 

 

Responsibilities

 

Responsibility 1: Manages the availability of financial resources for HI Beirut

Objective: To ensure overall accurate cash/payments handling and reconciliation with proper controls

Benchmark: Cash payments completed on time; collaboration with other departments is smooth. Accuracy, timely update accounting transactions recording on the logbooks, adequacy of supporting documents attached to each accounting transactions.

 

Activities:

  • Processes the payments and reception of cash/transfers during appropriate hours and in the field if needed for Beirut base.
  • Receiving and checking the justification documents for the accountancy, including validity and correctness of calculation of the invoices.
  • Making sure the financial commitment procedure is respected while checking that the expenses authorizations or the reconciliation visa has been properly signed by the person in charge.
  • Applying the service advance rules and updating the cash advances.
  • Prepares the cheques for payments and ensures they are dully signed by the authorized persons for Beirut base.
  • Registers the entries in the logbook for each operation and controls the coherence between the log book and HI procedures for Beirut base.
  • Ensures there is no cash shortage by anticipating cash withdrawal, informing the line manager in order to prepare the withdrawal request.
  • Performs weekly and monthly cash counts with the Mission Accountant and with other designated persons.
  • Filing of accounting documents, including in scan-it as advised by HI procedures.

 

 

Responsibility 2: Supports the finance manager to manage budget updates and allocations, including partners of the mission

Objective: To carry out timely changes in Navision for budgetary matters

Benchmark: All analytical modifications are done every month and when required; to ensure budgets are updated.

Activities:

  • Supports the budget managers to elaborate accurate monthly cash forecast.
  • Compiles the monthly cash forecast from all budget managers and send it to the Finance Manager for subsequent action with close collaboration with the accountancy team.
  • Extracts the budget monitoring and budget follow up on monthly basis and whenever required.
  • Updates monthly indicators.
  • Carries out manual budget changes including analytical modifications, FBSC, resource number, and forecast updates in Navision.
  • Prepares financial time-sheets for donors according to HI processes and donor requirements.
  • Ensures proper filing of donor documentation (contracts, amendments, diverse communication etc.)
  • Contributes to the elaboration, update, and implementation of the allocation tables not only of staff costs but also including other running costs such as car & office rent, communication, utilities, maintenance, stationeries, and supplies (TAFF).

 

Responsibility 3: Assists the finance manager in preparation of financial audit and donor financial report

Objective: To provide timely and accurately audit documents and draft financial reports

Benchmark: Documents required by audits are provided timely and accurately, donor financial reports are prepared timely and accurately.

 

Activities:

  • Pulls out financial documents such as donors’ contract, partners’ contract from the archive for audits.
  • Compiles and checks audit requirements from other departments prior to submission.
  • Drafts calculations needed for the auditor.
  • Drafts donor financial reports upon request.

 

Confidentiality is required in all these responsibilities.

EDUCATION AND EXPERIENCE:

  • University graduate in the field of Accounting or Finance
  • At least 3 years’ experience of Accounting and/or Finance
  • Previous work experience with I/NGO is needed
  • Advanced in English (French is a plus)
  • Arabic is mandatory
  • Excellent communication, diplomacy, and negotiation skills
  • Good organizational skills 
  • Good oral, written communication, and presentation skills
  • Excellent capacity in team work 
  • Excellent adaptability

Basic salary range for the position : The Finance officer is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1460 – USD 1600
