For LHDF, localisation is a collective process aiming at achieving a paradigm shift in the humanitarian aid system that will address the structural disadvantages Local National NGOS (LNNGOs) face by ensuring they have equal access to power, funding and resources. In practice, this demands that all actors take concrete steps on several fronts, including increasing direct access to quality funding for LNNGOs, investing in their institutional capacities, achieving equitable partnerships and promoting meaningful participation and leadership positions in coordination and decision-making structures and processes.

 

The Localisation & Partnerships Officer will support the Forum’s Secretariat, Steering Committee, and LHDF members in advancing the Localisation agenda in Lebanon, in line with the Forum’s mandate and priorities, contributing to the different Localisation initiatives in Lebanon as well as internationally as needed.

 

 

Responsibilities :

  • Support the Forum’s representation and engagement at the Lebanon Localisation Task Force (LTF) / National Reference Group (NRG) ;
  • Support the development of the Lebanon Localisation Task Force (LTF) / National Reference Group (NRG)’s Action plan
  • Support the implementation of the Lebanon Localisation Task Force (LTF) / National Reference Group (NRG)’s action plan, including the planning, implementation, and evaluation of its different activities in coordination with relevant stakeholders ;
  • Lead the implementation of the Localization Monitoring and Evaluation
  • Lead the implementation of the LHDF-LHIF joint Partnership strategy 2021-2024, including by acting as Secretariat of the fora’s joint Partnership Management Team and Task Force, and developing and implementing an annual work plan.
  • Facilitate LHDF’s membership engagement in the joint LHDF-LHIF Task Force.
  • Stay abreast of policy and practice developments in the field of Localisation and Partnerships in Lebanon and beyond, and update LHDF’s SC and members thereof;
  • Facilitate LHDF’s members’ engagement in any initiatives aimed at promoting Localisation in Lebanon and beyond;
  • Support the implementation of events, workshops, webinars, and other activities related to Localisation and Partnerships, including coordinating the procurement, logistic, administrative and financial aspects;
  • Maintain space for the members of LHDF and LHIF to move forward with the joint Partnership strategy and workplan, including scheduling regular meetings, documenting meeting outcomes and action points, and following up with members as needed to ensure timely implementation of agreed courses of action.
  • Ensure timely and effective liaison and coordination with other relevant initiatives and networks in Lebanon as well as in the region and globally (e.g. LTF, Charter for Change, Pledge for Change, NRGs community of practice, etc.),
  • Supporting quality and timely donor reporting.
  • Conduct in-depth research on localization trends, best practices, and emerging issues in Lebanon and the region.
  • Analyze data on localization initiatives and partnerships to identify key trends, challenges, and opportunities.
  • Develop research papers, policy briefs, and case studies to disseminate knowledge and inform decision-making.
  • Monitor and evaluate the impact of localization initiatives and partnerships, including tracking key performance indicators and conducting impact assessments.
  • Identify potential partnerships with other organizations and institutions to advance localization efforts.
  • Manage and maintain a comprehensive database of localization stakeholders, partners, and resources.
  • Develop and implement efficient systems for tracking and managing project timelines, budgets, and deliverables.
  • Prepare and submit regular reports on the progress of localization initiatives and partnerships.
  • Oversee the development and maintenance of the organization's website and social media channels related to localization.
  • Provide administrative support for workshops, conferences, and other events, including booking venues, coordinating logistics, and managing participant registrations.

- Bachelor’s degree in Social Sciences, Law, Economics, Management, International Studies, and related fields. Master’s degree is a plus; - Fluency in Arabic and English, both oral and written; - Fluency is French is a plus; - At least 3 years of experience within the NGO sector, either with local/national or international NGOs; - Knowledge of/Experience in implementing the Partnerships and/or Localisation concepts; - Excellent organizational and communication skills. - Excellent written skills.
